It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on the high-risk groups of Drug Users (Kachin State), Female Sex Workers and Men having Sex with Men (Yangon area). Currently, MdM is focusing on the following projects
-A comprehensive Harm Reduction programme aiming at increasing access to HIV/VHC prevention and care services, in Yangon and Kachin, targeting most-at-risk groups (sex workers, men having sex with men, drug users)

-Since April 2016, an additional programme has started to complement the MdM Kachin Harm Reduction Strategy.**

TASKS AND RESPONSIBILITIES:

As the M&E Coordinator, you lead on enhancing quality monitoring and learning systems of MdM interventions in Myanmar. You support the coordination team and field teams in guaranteeing accurate monitoring of activities, regular and suitable feedbacks for strategic decision-making and capitalization of experience based on lesson learnt.

The M&E Coordinator reports directly to the Deputy General Coordinator and line manage the M&E Manager and supervises an M&E dedicated team of three persons based on both field and Coordination office.

More specifically you will be in charge of :

PLANNING

  • Support projects development process ensuring that M&E aspects are included, in line with MdM Project Cycle Management standards and MdM strategic orientations

  • Provide technical inputs to field coordination teams during projects planning process

QUALITY MONITORING

  • Work closely with the project teams to develop programme quality benchmarks and adequate dedicated M&E plans

  • Ensure that appropriate tools are developed and updated based on agreed M&E Plans

  • Provide innovative approaches to enhanced M&E System while ensuring continuity on result tracking and follow-up

  • Ensure that existing monitoring process rely on proper and formalized methodological basis

  • Document current M&E process and continuously update existing reference documentation and procedures

  • Work closely with projects and technical teams to ensure that information regarding quality insurance of interventions is provided on a regular basis to coordination teams

  • Define, maintain and update suitable indicators for activity follow-up and evaluation

  • Propose and implement innovative technical solutions for enhancing stream flow of information

  • Perform statistical analysis of collected information and to provide regular feedback for operational and strategic project orientation

RESEARCH AND EVALUATION

  • Provide methodological support to the coordination/field teams for potential researches, assessments and evaluation at country/program level

  • Provide technical support on survey data analysis, key findings, recommendation and capitalisation of knowledge

  • Progressively systematize inclusion of adequate process for evaluation of activities in field projects

ACCOUNTABILITY & LEARNING

  • Sensitise operational and technical teams on essential accountability and learning mechanisms

  • Contribute to ongoing and planned initiatives from coordination and projects teams related to accountability and learning mechanisms, ensuring proper links with M&E systems

  • Support project teams to collect and document good practices, lessons learned and feedback based on established M&E plans

  • Propose ways to disseminate M&E learnings internally and externally and use of those during projects development and planning phases

TEAM MANAGEMENT

  • Line manage national collaborators establishing clear individual objectives, work streams and delegation of tasks

  • Manage appropriate coordination and communication within the line managed team and with other departments

  • Maintain close functional links with the field coordinators and other mission level coordinators

  • Take part in recruitment and evaluation of relevant staff

CAPACITY BUILDING

  • In coordination with programme teams and the Human Resources Department, evaluate staff M&E capacity building needs and propose subsequent training plans

  • Provide orientations and trainings to MdM collaborators based on assessed needs

  • Mentor and provide continuous coaching and thorough hand-over to national collaborator counterparts with the aim to nationalise the position

  • Provide technical support on M&E System to local partner with the aim to enhanced local skills and practices

  • Provide capacity building of relevant staff on M&E and accountability

  • Mentor M&E dedicated team and ensure capitalisation and continuity of good practices

REPORTING & COORDINATION

  • Ensure up-to-date, timely and accurate reporting to MDM’s stakeholders (donors, Ministry of Health and Sports, implementing partners)

  • Contributes to systematise and diversify ways of internal and external reporting with regards to M&E aspects

  • Liaise with external stakeholders (donors, I/NGOs, UN agencies, etc.) for aspects related to quality and learning systems as per programme needs

  • To provide proper and regular inputs to both field and coordination teams for guidance on operational and strategic project orientation

CONDITIONS OF EMPLOYMENT:

Status : Employee

Contract : Fixed-term contract

Duration : 12 months

  • Position to be filled for the 1st of December
    Regular travel within the country

SKILLS AND EXPERIENCE NEEDED:

At least 3 years’ experience in public health field related in development/humanitarian context.
Strong knowledge of Management Information System and relevant data collection tools (i.e. Sphinx, Epi-Info, ODK, etc.)
Extensive experience in project cycle management, M&E mechanisms
Proven experience with quantitative and qualitative data collection and management
Strong knowledge on survey methodological approaches and statistical analysis
Strong analytical skills to ensure qualitative feedbacks to programs based of contexts of intervention
Ability to train and coach collaborators
Excellent English writing/oral skills
Experience in epidemiology and public health in development contexts an asset
Relevant knowledge of reproductive health and HIV related interventions including Harm Reduction an asset
Knowledge of the Region/context preferable
Knowledge of accountability standards
Knowledge in the use for new technologies for M&E preferable
