Background

LWF Myanmar is a relatively young Country Program with relatively inexperienced staff and limited financial resources.

The Country is transitioning from a globally isolated military led, country defined by ethnic division and armed conflict and a centrally controlled economy to a democratically elected, civilian led (the military still retains substantial power) government with a global economy.

Although there are some strong civil society organizations, the sector is still finding its way and is not nearly as robust as in other South and South East Asian countries. A spirit of service is present among the population grounded in the predominantly Buddhist culture. But INGO/NGO service is still seen as a good deed or charity in times of emergency rather than a career option. Staff turnover is therefore a particular challenge in the INGO/NGO sector.

Progress has been made towards a National Ceasefire Agreement (NCA) and a Peace Process, but huge numbers of IDPs, refugees and marginalized people still suffer from a lack of access to their universal human rights.

Humanitarian and Development work are needed simultaneously in Myanmar. But major donors still divide their funds into Humanitarian or Development in nature. It is a challenge to convince donors to support holistic human centred as opposed to sector oriented projects.

All of the on-going transitions and continuously changing contexts require flexibility, conflict sensitivity and innovation to effectively facilitate the people centred, participatory, community based, rights based empowerment processes required by the LWF Country Strategy.

Purpose of the position

The Program Coordinator is the direct supervisor for the country program staff and is thus accountable for the planning, implementation, supervision, monitoring, data management, evaluation and reporting of the program and all of its projects.

The Program Coordinator is a member of the LWF Myanmar Management Team and based in the central office in Yangon but is required to undertake regular supervision and monitoring visits to all projects. S/He shall also play a critical role in human resource management, financial management and relationships with relevant stakeholders both inside and outside LWF, which additionally involves advocacy and networking coordination and influence and input into proposal writing for the whole program.

The Program Coordinator shall represent the LWF Myanmar Program in forums, and working groups as delegated. S/He will on occasion be called upon to serve as Acting Country Representative.

Required Qualifications

Master's Degree is required in development studies, international relations, economics, social studies or other relevant field.

Knowledge and Experience

Minimum 8 years of experience in leadership, program management and supervision.

Significant working experience at management level in humanitarian assistance or development oriented programs within an international environment and preferably with church-related or non-governmental organizations.

Strong leadership and people management skills.

Very good analytical and organizational skills.

Knowledge of LWF, its member churches and related agencies would be an asset.

Knowledge and experience of cooperation with United Nations and governmental agencies and/of international development cooperation in the field of humanitarian assistance, advocacy, human rights and sustainable development is essential.

Team-oriented, flexible and excellent communication skills.

Language Skills

English - Excellent written and oral skills

Myanmar local language - Preferred

Main duties

On leadership and management

Fulfils the highest programmatic and administrative standards through adopting and implementing the existing LWF World Service policies and guidelines as well as adhering to the Code of Conduct and other quality assurance guidelines to which World Service is a signatory (e.g. CHS, SDGs, etc.).

Actively contributes to the development and implementation of the country strategy and related project document and proposals.

Responsible for the overall program management and support of all LWF projects.

Participate actively as Executive Management Team and Management Team Member in accordance with the respective bylaws.

Contribute to and support Management Team decisions and ensures that they are adhered to by all staff.

On project planning, monitoring, evaluation and reporting

Accompanies and supports the Deputy Program Manager to conduct regular monitoring and coaching visits to all field offices to ensure that the implementation of the project conforms to the village development plans, and project plans.

Writes field visit reports that include feedback and recommendations for the improvement of the project.

Ensures quality and timely reporting that meets LWF and donor requirements.

Networks with National Government, U.N. agencies and partners at national level as required to support the country program.

Contributes that project proposal narratives and budgets and relate documents in accordance with the LWF Myanmar PMER System and donor requirements / formats and within the relevant time frame, and in accordance with LWF/DWS and ACT policy and guidelines.

Drafts ToRs for Evaluations and Studies as required and supervises their implementation and follow up.

Leads annual planning and budgeting workshops.

Writes and updates Program Guidelines and PMER tools as required.

On general program administration and human resource development

In collaboration with the finance department, develops program budgeting, in line with Country Strategy (CS), and other project documents and monitors program spending.

Responsible for the structure, job descriptions, orientation, supervision, coordination and training of the program staff, and ensures that they carry out their functions in a timely, coordinated and participatory manner.

Ensures relevant technical assistance is accessible to all field staff and partners.

Participates in staff appraisals for all staff under his/her supervision.
