Purpose of the position

The Project Coordinator is responsible for the overall strategic development and implementation of all humanitarian and development projects as assigned in Rakhine State. S/He represents the organization to the public and all relevant stakeholders at Sittwe level and occasionally in Yangon. This also involves resource mobilization, advocacy and networking coordination with different stakeholders as well as host visitors e.g. government, UN, donors, related agencies or Yangon staff.

The Project Coordinator is a member of the Management Team, so will attend all management team meetings in Yangon. S/he will submit all leave and other movement plans to the Program Coordinator for his/her approval. This is a senior management position with direct supervisory responsibility for the staff in assigned projects.

The Project Coordinator is based in Sittwe, but is required to undertake periodic supervision and monitoring visits to all Internally Displaced Persons (IDP) camps, host communities, nearby village communities and sub-field offices of the Rakhine State.

Required Qualifications

University degree or equivalent in administration, economics, social science or other related field.

Master's Degree preferred.

Knowledge and Experience

Minimum 5 years of experience in project coordination.

Working experience at coordination level in humanitarian assistance or development oriented programs within an international environment and preferably with church-related or non-governmental organizations.

Good conceptual and analytical skills and demonstrated organizational, management and supervisory skills.

Knowledge of LWF, its member churches and related agencies is preferred.

Knowledge and experience of cooperation with United Nations and governmental agencies.

Team-oriented, flexible and excellent communication skills.

Language Skills

English Excellent written and oral skills

Main duties

On project leadership, management and coordination

Responsible for the overall management of the project office and the portfolio of project assigned.

Keeps the Program Coordinator in Yangon updated, advised and informed regularly on all aspects of the Rakhine State project operations, problems, issues or needs.

Ensures participatory management through a Project Management Team that convenes monthly.

Ensures that all assigned projects are implemented is in conformity with established government policies.

Responsible for ensuring that project policies are compatible with international standards and the expectations of the donors.

Ensure that implementation of the project is accountable to the people of concern, government, LWF and the donors.

Provides the requisite guidance for and coordination between the various phases of the LWF program in Rakhine State.

On project planning, monitoring, evaluation and reporting

Ensures LWF Myanmar Country Results Framework is followed and achieved in an accountable manner.

Signs off on all plans and budgets for assigned projects and recommends to the Program Coordinator and Country Representative for approval.

Works closely with the technical staff and Program Coordinator in Yangon level in accordance with the established policies and procedures and LWF PM&E Standards.

Continuously supports and monitors the program so as to identify areas where program performance can be improved.

Makes proposals for program changes in the program, including new opportunities to better meet need's and possible scaling-up or down or handing-over/termination of existing projects.

Ensures that all required reports, are of good quality, representative and timely.

On human resource development and management

Responsible for the overall human resource management of project staff.

Recommends for approval an appropriate staffing structure to effectively implement the planned activities.

Ensures that new staffs are provided with a thorough orientation to the project(s) to which they are assigned and to the Code of Conduct, administrative and financial procedures, standard safety and security and communication procedures and those required in the event of a crisis situation.

Supervises staff recruitment for assigned projects as per the LWF Myanmar National Staff Regulations.

Ensures that the skills of staff are developed and utilized to the fullest extent possible.

Mentors and appraises the Deputy Project Coordinator as the direct supervisor

Ensures all safety and security protocols are adhered to by all staff, i.e. relevant plans and procedures are in place for safe and efficient evacuation of staff when required.

Enhances a culture and environment of teamwork and solidarity among the staff.

On financial, administrative and resource management and mobilization

Actively engages in negotiations with UN OCHA, UNHCR, UNICEF, ECHO, EU and other agencies at Rakhine level and passes fund opportunity information to Yangon.

Organizes needs assessment and prepares funding proposals as required.

Responsible for monitoring that finance and admin staff adhere to regulations concerning staff-related matters such as cash advances, termination procedures, etc., in accordance with policies, regulations and manuals and submits required financial reports to the Yangon office.

Works with the Finance Coordinator in Yangon closely to ensure smooth functioning of finance matters.

Analyzes monthly finance reports and take necessary actions.

Supports resource mobilization strategies in order to sustain the project.

On procurement, logistics and property management

Ensures that all procurement is undertaken in accordance with LWF Myanmar policies and procedures.

Ensures that a biannual inventory is made of all fixed assets and submits to Yangon.

Makes sure any LWF Myanmar property is used for the benefit of organization and the people served by the program.

Responsible for the safety and security of all the project, funds and assets/equipment.

Ensures that insurance coverage is in place for all assets as per policy.

On public relations with concerned stakeholders

Represents LWF in coordination meeting and provide public relations information and visibility as called upon.

Ensures representation of LWF in all relevant clusters, and sectors coordination mechanisms.

Hosts visitors as required.

Maintains smooth, professional and coordinated relationships with Government, including required approvals.

Maintains the requisite consultative relationships with the relevant donors, LWF related agencies, community, other INGOs/NGOs and other humanitarian and development agencies.

Conducts negotiations and maintains correspondence as necessary for the operation of the Rakhine State projects, it being understood that all matters of policy and major issues receive prior clearance from the LWF Program office in Yangon.

Prepare stakeholder maps and contribute to project related advocacy.

Others

Signs all internal and external correspondence as authorized by the Country Representative for Rakhine State level.

Fulfils any other responsibilities as may be assigned or delegated by the Program Coordinator.
