JOB CONTEXT :
Handicap International has been interruptedly present in the country since 1997, working alongside persons with disabilities (PWDs), persons with Mental Health problems, Disabled Persons’ Organizations (DPOs) and a diverse array of governmental and non-governmental stakeholders to improve recognition and realization of the rights of this collective. Handicap International launched its humanitarian response to the Syrian crisis in 2012, providing basic and specific services to vulnerable persons in disabling situations covering Bekaa, Baalbak el Hermel, North Lebanon and Akkar Governorates. HI has taken a lead role on inclusion in the response and has increased the number of inclusion activities in Lebanon in the past years. Within this frame, HI has been approached by the World Food Program (WFP) to propose a 2 phase projects to improve the inclusiveness of WFP program, with a focus on its livelihood interventions. The project has two main pillars, following HI twin track approach to inclusion:
Pillar 1: Support WFP Livelihood Program to become inclusive
Pillar 2: Identify the person most at risk of exclusion and empower them to fully and meaningfully participate to WFR Livelihood Program
As Inclusion TA, you will support the implementation of Phase I, which will be implemented in November and December 2017 and the design of Phase II, which is expected to be implemented from January to December 2018. Phase I of the proposed program will focus on disability and pillar 1 only. It will lay the foundations of the inclusive work by producing a baseline of the current level of inclusion and provide WFP staff and WFP implementing partners’ staff with basic knowledge on disability and inclusion.
To support WFP Livelihood Program to become inclusive, HI will use throughout the 2 phases the following methodologies, which have been successfully applied in other inclusive interventions:
- INCRISD disability inclusion framework will be used to define targets in terms of the level of inclusion of WFP Livelihood Program.
- A-IATAC methodology will be used to design and provide tailored capacity building to WFP staff and its PARTNERS to achieve the defined targets within each dimensions of inclusion.
YOUR MISSION:
Under the management of the HI Lebanon Technical Unit Coordinator, you will lead and provide technical support to a team of 5 technical officers (TOs) to ensure quality and effective implementation of the project. The TOs will be recruited specifically for the project. You will be in charge of their training and coaching. You will closely collaborate with the Operational Coordinator, who will manage the WFP grant, and with 1 project officer (PO), who will facilitate the project’s field operations. You will also collaborate with managers and key staff of WFP Livelihood Program and its implementing partners. Most of your duties will be in WFP intervention areas in close supervision and coaching to the HI TOs and, when needed, of WFP and WFP implementing partners staff.
As Inclusion technical advisor, your main objective is to lead and technically support the production of a baseline of the current level of inclusion of WFP Livelihood Program and the design of the detailed intervention of phase II. You build the capacity of the HI team on disability and inclusive approaches and tools and contribute to the capitalization on the operationalization of HI inclusive methodologies.
In this framework:
You provide accompaniment in the definition and implementation of the project, especially by introducing HI inclusive methodologies and process to WFP managers and WFP implementing partners’ managers and ensuring their commitment to support the process
You ensure the work of HI team with WFP and WFP implementing partners is efficiently and realistically planned and key staff from WFP and WFP is available to work alongside HI staff
You contribute towards the development of HI Lebanon staff especially by contributing to improve HI training materials, possibly relating to the project’s context and WFP livelihood program
You provide HI team staff with Training of Trainers (ToT) on: disability models and disability creation process, twin track approach for inclusion, inclusion in humanitarian and development projects, accessibility, INCRISD framework
You coach HI staff to use INCRISD framework to carry out assessment of inclusiveness and identification of main gaps. You contribute also towards capitalisation by producing a lessons learned document on the self-assessment with INCRISD framework applied to WFP Livelihood program
You produce the final report for WFP, plus intermediary reports foreseen by WFP grant (if any)
YOUR PROFILE :
You hold a degree in relevant fields linked with the expectations of the position, preferably studies related to disability, gender and age
You have at least 3 years of experience in humanitarian and/or development projects and have prior experience in similar technical assignments
You have knowledge of disability and inclusion
With strong analytical skills, you are able to operationalize concepts to practical operational work
You demonstrate excellent communication and writing (proposals and reporting) capacities in English and are able to work within a multicultural team
You have capacity building, coaching and mentoring skills
You are proactive and solution oriented
CHARACTERISTICS OF THE POSITION :
Very pleasant living conditions with access to all kind of services and leisure activities;
Possibility to travel within the region (with restrictions in the bordering countries) and in Asia; quite expensive; volatile political situation, but unlikely to affect living conditions. Some sensitive areas at the borders with Syria.
CONDITIONS:
· Startingdate : As soon as possible
· Lengthof thecontract: 12 months
Salary from 2031€ gross/month regarding the experience of the candidate
Perdiem : 656€ net/month
