Myanmar: Myanmar - Administrator / Logistician – Chin State

About the mission

SI has been in Myanmar since 2008, first in the Delta in response to the Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin States) focusing on Livelihoods, Food Security, Shelter, and WASH. In 2012, SI started emergency response to people displacements due to violence in the Kachin state and later in the Rakhine state (between armed forces – Tatmadaw- and the Karen Independence Army in Kachin State and between communities in Rakhine). SI has currently three bases: One in Sittwe, in the Rakhine State which is responsible for managing programs in Sittwe, Pauktaw township (emergency programs for IDPs), and in Rathedaung township since October 2013. One in Bhamo, which is responsible for managing programs implemented in the Kachin State. One in Monywa (Dry Zone) which has reopened in September 2015 following to floods which occurred in August 2015.

In 2014, SI has closed its base in Kanpetlet (Chin State). TheAdministrator / Logistician will contribute to the reopening of a new base in the area. Currently, there are roughly 300 national staff and 19 expatriates working on post development, emergency and recovery programmes in Myanmar. There is a country office in Yangon, which opened in 2008,

Each office is operational with a field coordinator and between 40 to 200 national colleagues. The biggest base is currently the one of Sittwe.

Each base is directly supported by the Coordination in Yangon.

Specific context of the post:

This project will be conducted by a Consortium of three NGOs: SI, TGH and AYO led by SI. Each organization will conduct the same activities in their respective township of intervention (SI in Kantpetlet, TGH in Matupi and AYO in Mindat), whereas a common technical coordination will ensure sharing of experiences, trainings to all organizations, common methodologies, monitoring tools and capitalization.

As a clear outcome of the program, the local partner (AYO) capacity building is an important part of the position. The proposed action has indeed the objective to increase pro-poor policy advocacy, evidence-based learning and CSO capacity building (Component 7).

The volume of the base is reasonable (only one program, small base in terms of HR). However, the major challenges of this position are:

  • Opening of a new base at the beginning of the program
  • Capacity-building of the Admin-Log department staffs to make them autonomous on main tasks after 12 months
  • Communication with non-English speaking team
  • Being focal point of the consortium in terms of support (consolidation of procedures, financial documents and common logistics means)
  • Local (and international) partner capacity building
  • Logistic Management: Big access constraints during the rainy season to villages in particular.

About the job

Under the hierarchical supervision of the field coordinator and the functional supervision of the administrative coordinator and of the Logistics Coordinator, the administrator – Logistician carries out administrative, accounting, financial and logistics management of his/her base, in compliance with donor and SOLIDARITES International procedures.
He/she organizes logistics and administrative support to the programs
The administrator – logistician is in charge of ensuring that Solidarités International’s Human Resources policy is properly implemented as well as of the supervision of all the logistics and administrative activities at the base level.
He/she supports, monitors and builds the capacities of the members of his administrative and logistics team.
As the admin-log of the consortium lead organization, he consolidates budget follow-ups, financial reports and receives cash requests from the other consortium members.
He/she supports the other members of the consortium and trains their logistics and admin staff members to comply with SI logistics, administrative and financial procedures.
He/she takes in charge a specific outcome of the program by building the capacities of the local partner related to the improvement of administrative and logistics procedures.
He/she assists the Field Coordinator to implement the security procedures
Your profile

Education:

  • Bachelor degree in accounting, administration, and/or logistic or related field and at least one year proven experience in HR, administrative, financial and logistics management.

Experience:

  • Minimum of 2 years of international experience, preferably in emergency or humanitarian contexts;
  • Similar position experience, with management of both Admin and Log field;
  • Previous experience of local partner capacity building and management is an asset.

Technical skills and knowledge:

  • Knowledge in administrative, human resources and financial management
  • Knowledge in procurement, fleet (car, motorbike) and premises (energy, ICT, security) management.
  • Knowledge of Solidarites International rules and procedures in terms of all human resources, financial matters (finance, accountancy, cash management, HR processes...) and Internal Logistics procedures and tools.
  • Knowledge in team management
  • Strong training and capacity building capacity

Transferable skills:

  • Prioritization and self-organization;
  • Ability to multitask;
  • Experience in team and local partners training – Strong capacity building part of the position (to team and Local Partner)
  • Rigor;
  • Diplomacy;

Languages:

  • Full working proficiency in English (read, spoken & written)

Other desirable qualities:

  • Must be very open and respectful of national and international colleagues.
  • Show a clear calm, stable, mature and rational personality with a culturally sensitive approach
  • Willingness to work under challenging conditions and physical fitness to live and work in a tropical climate, with big changes in temperatures throughout the year
  • Dynamic and highly motivated to meet populations’ needs
  • Experienced in computer literate
  • Experience in working in Myanmar or in another South East Asian country would be an asset
  • Must be very open to loneliness and quite environments
  • May like nature, hiking and other mountain activities

We offer

SI will offer you:

  • A salaried post: according to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.
  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
