ABOUT THE MISSION IN LEBANON
Solidarités International’s mission is organized with three operational bases (Tripoli, Halba and Zahle) and a coordination office in Beirut.
The expatriate team consists of 15 staff members, while the national team represents circa 140 staff members.
The mission’s overall budget reached 17 MUSD in 2017. Tripoli base counted for 46% of this amount, Halba base for 32% and Zahle base for 22%. In 2018, the budget will be reduced to about 10MUSD with an equivalent repartition between bases.
Key areas of intervention for the mission are the following:
- Emergency WASH service provision in IS (UNICEF funding)
- Outreach and shelter and WASH rehabilitation in SSB (ECHO funding)
- WASH infrastructure development (EuropeAid)
- Multi-scale urban approach (OCHA HPF)
- Mapping of informal settlements (MEDAIR / UNHCR)
ABOUT THE JOB...
The HR Policy and Capacity Building Advisor will develop new guidelines and policies at country level and build-up national staff capacities in the HR and management teams. She/He will be specifically in charge of training all the agents involved in HR management, especially coaching the HR Coo Assistant by supervising her daily work and involving her in the development of policies & guidelines.
RESPONSIBILITIES:
The HR Policy and Capacity Building Advisor will be in charge of:
Socio-economic context analysis and salary grid and social policies evolutions:
- Track changes in the cost of living and the work market
- Study the salary grid & employment market. Following these analyses, propose a new salary grid to the Fin/HR Coo. Evaluate risks linked to changes in compensation and social policies.
HR policies and guidelines definition:
- Finalize the Internal Staff Regulations (ISR) and the mission’s recruitment policy in accordance with Lebanon legal framework’s evolutions
- Drive the implementation and improvement of the mission’s career management and promotion policies, develop an evaluation methodology and monitor its implementation with the support of HR Coo Assistant
- Conduct meetings and communication with personnel on HR guidelines & procedures
National staff capacity building:
With the support of the HR Co Assistant:
- Drive the implementation and improvement of Solidarités International training policy and participate to the staff development
- Revise & implement the mission’s induction training
- Identify the needs for management training at Managers/Activity Manager level, define a training/coaching plan and implement all or parts of the necessary trainings/coaching
- Conduct trainings to Managers and Activity Managers on disciplinary measures and staff appraisal/evaluation procedures
HR team capacity building:
- In partnership with the bases’ administrators define the needs for HR administrative personnel on the mission and recruit/train in accordance with the allocated resources and taking into account Solidarités International operational strategy
- Train the team to implement the new tools/procedures developed by the HR Advisor (ISR, evaluation methodology, etc.) and specifically coach the HR coo Assistant to prepare her to take over a Deputy HR position (positioning as HR deputy, policies structuration, main policies implementation, HR work organization)
Reporting/Communication:
- Take part in meetings relating to HR issues, represent SI on request and/or by order
YOUR PROFILE
Education:
- Bachelor/Master degree in business administration, Finance, HR, political science, international organisation management or other relevant field.
Experience:
- At least 3 years’ experience on the field on HR positions.
- Experience in excel, word, outlook
- Excellent organizational and prioritization skills and the ability to multi-task and support
- Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency responses
- Previous experience with SI an asset
- Previous experience in Lebanon is an asset
Technical skills and knowledge:
- Very good command of HR Management
- Strong management, training/capacity-building skills
- Computer literacy with very good command of MS Office Suite
Soft skills and spirit:
- Autonomy
- Flexibility;
- Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;
- Team player, capacity to give a positive dynamic to a young team whilst being fully part of the base’s management team.
Languages:
- Fully fluent English: speaking, reading and writing skills;
- Arabic an asset; French a plus.

LIVING CONDITIONS AND SECURITY
In Beirut, the guesthouses and the office are located in the same block, in new buildings in Sodeco neighbourhood, close by the French Embassy. The guesthouses total 9 bedrooms used by the coordination team based in Beirut and visitors from bases. A hotel is located nearby as well if needed. The buildings have a generator and Wi-Fi is available at SI premises.
Beirut is a very modern city, where you can find all kind of restaurants, shops, international libraries, bars, night clubs, cinemas, etc…
Specific constraints related to security:
The political and security situation in Lebanon is complex and volatile. The Presidency of Lebanon has been filled recently (Michel Aoun), after more than 2 years of vacancy. Parliamentary elections are due this year, with an adopted reform on the change of the electoral law. Domestic tensions are high. Reflective of divisions within Lebanese society, the situation of Syrian refugees is becoming increasingly precarious.
There is currently no curfew in place on the Lebanon mission and international staff can move around without too many restrictions even though Akkar and Beqaa valley are areas with restriction of movements. The security measures in place could be upgraded depending on the context evolution.
SI WILL OFFER YOU
A salaried post: according to experience from 2200 euros gross per month, plus 10% annual leave allowance paid monthly.
Vacation: during the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
