Context:
Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Programme Manager (Migrant Protection), and in close coordination with relevant units within the Mission, the successful candidate will be responsible for assisting with the development, implementation, monitoring and effective coordination of the counter-trafficking projects and activities in Myanmar. S/he will also be responsible for the implementation of protection activities, including protection mainstreaming considerations across all programmes, prevention of gender-based violence and protection of vulnerable migrants in IOM Myanmar.
Core Functions / Responsibilities:
In close coordination and under the technical guidance of MPU Programme Manager, support the implementation of migrant protection program activities in Myanmar in preventing human trafficking, awareness raising, and providing direct assistance and reintegration support to victims of human trafficking and other vulnerable migrants.
Coordinate and facilitate the successful implementation of existing counter-trafficking projects and activities, including timely delivery, quality control, and financial oversight.
Coordinate daily project activities and participate actively in training development and delivery.
Supervise and guide the national staff involved in the implementation of the counter-trafficking projects. Cultivate and maintain sound working relations, ensuring information exchange on all operational aspects of the projects. Participate in hiring, and train local staff, as required. Monitor and follow up on the preparation of regular performance appraisals of project staff and consultants.
Draft periodic and regular reports, concept notes/project proposals covering counter-trafficking activities; prepare briefings, statistical/narrative reports and background information, including specific information requested by donors, national or local government, and other entities.
Establish relations and collaborate closely with local authorities, the UN agencies, and international organizations, and non-governmental organizations (NGOs), civil society organizations (CSOs), community based organizations (CBOs) to advocate for remedies and address protection problems facing vulnerable groups, including victims of trafficking, at risk internally displaced people, vulnerable migrants, vulnerable communities and other affected populations.
Promote improved awareness/understanding of protection issues faced by individuals in situations of internal displacement and migrants among local authorities, local and international NGOs, and UN agencies and ensure the observance of international human rights and humanitarian law standards within IOM programmes.
Participate in protection focused seminars and other meetings of governmental and non-governmental entities, as requested.
Undertake duty travel as required.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Law, Development Studies, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in the areas of counter-trafficking, protection of vulnerable migrants, Gender-Based
Violence (GBV), or similar area;
• Experience in managing teams, mentoring and delivering trainings;
• Experience in project management and monitoring and evaluation;
• Experience working with specialized international agencies (UN Agencies, International
Organizations, and International NGOs);
• Strong communication and interpersonal skills as well as strong strategic and creative thinking;
• Efficiency, flexibility, high level of professionalism and ability to work under pressure under minimal supervision;
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
• Ability to guide and supervise staff and coordinate administrative matters;
• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
Languages
Fluency in English is required. Working knowledge of Myanmar (Burmese) is an advantage.
