Plan International Myanmar has worked in Myanmar since 2008 and opened the office in Sittwe on 2014. Since 2014 Plan International Myanmar has worked to deliver Education in Emergencies programming (covering primary TLS and non-formal youth centers) in Sittwe and Minbya Townships. Plan International’s strategic focus includes: Child Protection, Education, Youth Economic Empowerment, Early Childhood Care and Development, Civic Engagement and Emergency Preparedness and Response.

Position: Education in Emergencies (EiE) Project Support Specialist

Accountable to: Humanitarian Programme Unit Manager

Location: Sittwe, Rakhine State, Myanmar (approx. 25% of time in Yangon)

Assignment Type: 6 months contract with possibility for extension (based on funding availability)

Job purpose:**

Plan International Myanmar is seeking an EiE Project Support specialist (international or national) to ensure technical quality of all projects that fall under their technical sector in emergency program. The position will support staffs to implement activities in line with international standards and provide creative project design leadership that helps set strategic vision and approach for further education interventions in the target areas.

Key Responsibilities

· Design concept notes, log frames and theory of change for new funding opportunities and provide inputs during proposal writing process as needed

· Support business development process for new funding opportunities

· Adaptation and development of programming and monitoring tools in collaboration with M & E Specialist for the ongoing EiE projects, including quality indicators for interventions in the technical area

· Provide Plan staffs with the tools and guidance necessary to implement activities in line with humanitarian principles, INEE standards and principles relevant to their technical area

· Regularly visit Plan’s field activities and provide on the ground technical support where needed

· Provide technical capacity building (trainings, mentoring, coaching, on-the-job support) to Plan staffs in their technical area including the development of individual capacity building plans

· Develop training materials for Plan staffs and volunteers on their technical area and conduct trainings as needed

· Advice in ensuring the strategic response plan is in line with INEE minimum standards and identified needs for their technical sector

· Proactively participate in Internal Coordination including in Program Strategic Design with other Specialists, the ERM or cluster/sector as appropriate

· Ensure Plan International Myanmar is regularly represented at cluster coordination meetings and provides inputs and feedback to the cluster as needed

· Support liaison between Plan International and any relevant stakeholders at local, national and international level including donors

· Contribute in documenting Plan’s experience on EiE programming, including lessons learnt reports

· Support donor reporting in close collaboration with the program support specialist

· Provide necessary support or inputs to the EiE Manager in terms of budget analysis, work plan preparation and monthly reporting.

· Provide regular updates to the country office.

The outlined responsibilities are based on the current project portfolio, however specific responsibilities may shift over time and flexibility from the candidate may be required. The EiE Project Support Specialist will report to the Humanitarian Programme Unit Manager in Sittwe. This is a full time position based in Sittwe with time spent in the field and regular travel to Country Office in Yangon.

Qualifications, Skills & Experience

· University degree relevant to the technical area

· 3-5 years of professional experience in the technical area at the field level with NGOs or other relevant actors in emergency contexts

· Experience in cluster coordination and external representation including with donors when related to their technical area

· Demonstrable technical expertise in the assessment of, design and delivery of programming in their technical area in emergencies, including monitoring and evaluation

· Practical experience in provision of activities for emergency affected populations

· Fluent in English

· Strong understanding and demonstrated ability to train others on international standards related to their technical area (i.e. CPMS, INEE Standards, etc.)

· Previous experience in a technical support role

· Strong understanding of international humanitarian standards (Sphere, CHS)

· Demonstrated capacity and experience in capacity building approaches in their technical area (trainings, on the job support, mentoring) including the development of individual capacity building plans

· Demonstrated experience in designing, adapting programming tools and guidance for their technical area in emergencies and introducing and practicing these with field based staff

· Excellent written and verbal communication skills

· Ability to work with minimal supervision in stressful environments

· Strong interpersonal and teamwork skills

· Flexibility and can cope with stressful workload

· Ability and willingness to travel to the field (including on short notice) when required.
