The Peacebuilding Support Office (PBSO) of the United Nations (UN) is seeking to identify a vendor to conduct an evaluation of the Peacebuilding Fund’s (PBF's) recent programmatic investments in Burundi.
The PBF supports the UN’s broader peacebuilding objectives in countries emerging out of conflict or at risk of relapsing into conflict. It is intended to be a catalytic fund, driven by planning, monitoring and evaluation mechanisms tailored to support the peacebuilding strategies of in-country UN and Government leadership. The final evaluation will cover the period from 2014-2018 in the following four broad outcome areas: social cohesion and political dialogue, participation of youth, human rights, and the PBF Secretariat. The programme encompasses a portfolio of: (1) support to the third Peacebuilding Priority Plan in Burundi through eight projects for a total of approximately $12.8 million and (2) three projects of approximately $4.2 million total funded through the Immediate Response Facility modality, for a total of approximately $17 million in the PBF’s investments.
The evaluation will assess the results achieved and analyze the overall added value of the programme to peacebuilding in the country. The evaluation will be used for learning and accountability, and should contribute to the PBF's decision-making regarding further engagement in the country.
Companies that answer this EOI need to have a minimum of 5 years of experience in conducting complex evaluations of peacebuilding interventions. The exercise is expected to take approximately 16 weeks. Fluency within the team in oral and written English and French will be required.
