Myanmar: MYANMAR – FSL PROGRAM MANAGER - SITTWE

ABOUT THE MISSION:

SI has been in Myanmar since 2008, first in the Delta in response to the Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In 2012, SI started emergency response to people displacements due to violence in Kachin and later in Rakhine (between armed forces in Kachin State and between communities in Rakhine). SI has a base in Sittwe which is responsible for managing programs in Sittwe and Pauktaw T/S (emergency programs for IDPs), and in Rathedaung T/S since October 2013.

SI currently has a coordination base in Yangon, with field bases in the Rakhine and Kachin States. Each office is operational with a Field Coordinator and between 35-200 colleagues.

ABOUT THE JOB...

The program manager FSL is responsible for implementing and Emergency FSL program in order to improve the coverage of the basic food needs, promote diet diversification of the most vulnerable IDPs and enhance the livelihood recovery of the most vulnerable populations.

(S)he is responsible for overseeing operational teams assigned to the program.

(S)he guarantees the good performance and the quality of the program FSL implemented, and, where appropriate, proposes adjustments or developments to ensure relevance.

THE MAIN CHALLENGES OF THE POSITION ARE:

Human resources management: FSL PM manages the team dedicated to the Rathedaung-Pauktaw project composed of one supervisor, two officers and 12 FSL workers. In addition to the FSL team, the PM will manage an M&E team composed of one officer and one data clerck.

Community management and involvement in activities: Community management and involvement is very different from an area to another, moreover the context can change quickly and modify the community acceptance and involvement.

YOUR PROFILE

Education: Academic and practical knowledge of agro-economy, community mobilization, Livelihood approach.

Experience:

  • Minimum of 5 years of relevant international FSL experience, most of the experience time preferably performed in humanitarian contexts
  • Experience in complex ethnic and/or religious contexts or sensitive environments essential (conflict, post-conflict, intra-communal tension)
  • Experience of budget management and donor compliance
  • Proven experience in managing teams notably in complex ethnic and/or religious contexts or sensitive environments
  • Experience of establishing strong working relationships with colleagues and partners from different functions and cultures
  • A previous experience with SI as PM is an asset

Technical skills and knowledge:

  • Knowledge about market and sector approach, understanding of rural and peri-urban economy
  • Knowledge in general agriculture and gardening
  • Previous experience with vocational training is an asset
  • Good knowledge of communication with community and accountability concepts required
  • Ability to manage and prioritize a high workload and multiple tasks with tight deadlines
  • A good understanding of humanitarian issues including IDPs, camp management, power games and protection issues
  • Ability to write/edit quality reports in English
  • Confident and proficient in the use of MS Office

Transferable skills:

  • Patience, tact and sensitivity in dealing with ethnic division in tense environments
  • Diplomacy and strong communication skills
  • Ability to take initiatives, decisions and work in autonomy
  • Good problem solving skills in day to day and crisis situations
  • Capacity to analyze and report on security situation
  • Capacity to work in remote areas with difficult access
  • Good social skills to work as part of a large team and live in shared accommodation
  • An understanding of and commitment to SI’s mission and values

Languages:

  • Good communication skills, with good written and spoken English
  • Knowledge of Bengali, Burmese or Rakhine is an asset

LIVING CONDITIONS

Sittwe is the capital of the Rakhine State.

From Yangon, it takes 1 hour by flight to get to Sittwe. There is constant flight all the week between Sittwe and Yangon.

Sittwe is a town located on the Bay of Bengal. The environment is quite conservative and basic, but social life remains possible, with some good restaurants and bars. Walking in the street is usual practice, and despite the tensions that do exist between the Rakhine and the presence of expatriates - mainly perceived as biased somehow -, the relationships with the population is all right.

The office and expat guesthouses are situated in Sittwe town.

The guesthouses are equipped with basic furniture (beds, tables, cupboards…) and mosquito nets, bed linen, towels and fans. A cook can prepare dinner upon request.

The guesthouses are comfortable (, with a large common area, private bathrooms in almost all the rooms, AC in rooms, TV, etc…) and a proper kitchen area. The office is situated 5 minutes from the guesthouse by car. Expatriates can also move independently in bicycles or by foot.

SI WILL OFFER YOU

A salaried post: according to experience from 1800 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 500 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
