Myanmar: Monitoring, Evaluation and Learning Manager

Chemonics seeks a monitoring, evaluation, and learning (MEL) manager for the anticipated five-year USAID Community Strengthening Project in Myanmar. The goal of the project is to assist communities in areas affected by or prone to conflict to improve access to essential services, recovery from conflict, and resilience to future shocks as well as to empower these communities to more fully participate in Myanmar's democratic transition and national reconciliation processes. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:​

  • Manage MEL throughout the activity, provide technical assistance and training to staff, develop appropriate evaluation methods and indicators to measure activity results and outcomes, and assess performance across the activity portfolio
  • Ensure systems and processes for continuous learning and adaptation within the activity are sound and provide recommendations on making changes in approaches, interventions, performance monitoring, or work plans as necessary
  • Engage staff across teams and local partners in MEL activities

Qualifications:​

  • Bachelor’s degree in a relevant field like international relations, political science, business, data science, journalism, public administration, law, or peace/conflict studies
  • At least five years of relevant, senior-level work experience — which may be short-term or long term in nature — managing or supervising monitoring and evaluation systems and processes for donor-funded programs
  • Proven analytical skills and familiarity with a range of monitoring and evaluation tools and learning approaches; demonstrated understanding of complexity-aware monitoring approaches preferred
  • Demonstrated ability to design and manage monitoring and evaluation systems in dynamic operating environments
  • Ability to communicate clearly and concisely both orally and in writing
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in English
