JOB DESCRIPTION
PURPOSE OF POSITION
The purpose of the position is to provide strategic leadership and management to all aspects of World Vision field operations in Lebanon including grants, sponsorship, and humanitarian emergency programmes, ensuring that the ministry achieves optimum impact on child well-being.
To ensure quality implementation of all projects and programmes in both development and relief through direct project implementation as well as implementation through partners in close collaboration with the Programme Development and Quality (PDQ) and Evidence, Learning, and Accountability (ELA) departments. To ensure that strong strategic and annual planning processes are in place and that implementation of operational goals and objectives as laid out in the strategy documents is efficient and effective. To ensure that WVL is accountable to all partners and that all work is of the highest standard, cost effective and adheres to standards and policies of World Vision International. To ensure that WVL’s development programme approach is followed and used by field staff in the communities with which WVL operates.

Ensure Strategic Leadership

Identify strategic programming opportunities within the national and local context including accessing funding and partnering effectively with related stakeholders
Forge strong relationship with peers in WV partnership, contributing to strategic meetings and translating strategic insights into appropriate local planning
Actively identify, raise and coordinate additional needs with the core team to address gaps in the support of the field

Ensure Quality of Programs and Projects
High quality of programs and projects are being implemented and are guided by sound developmental and HEA principles
Provide overall leadership to the implementation of the World Vision’s (WV) programmes across all funding streams and in response to Syrians and host communities program in Lebanon
Facilitate the programme planning process with all functions to ensure alignment with context, humanitarian needs and response strategy as well as operational feasibility and technical quality.
Ensure that the development programme approach designed for WVL is followed and staff are able to facilitate good programming, and empower communities by:
listening, assessing and engaging the local community;
acting appropriately for the specific situation of fragility;
mobilizing partners and civil society; and
evaluating effectiveness in partnership with the Programme Design & Development (PDQ) team and the Evaluation, Learning & Accountability (ELA) team.
Serve as the WVL's Disaster Management key focal person unless delegated to someone else within the Operations Team.
Develop, maintain and review the detailed implementation plan (DIP) to effectively follow implementation schedule, human resources planning and financial monitoring with the involvement of the technical team
Ensure that sponsorship in programming standards and requirements are followed and that meaningful activities are being facilitated by staff.
Support Operations Management Team in ensuring high standards of quality programming in alignment with WVL’s strategy, World Vision’s and donors’ guidelines and standards.
Advise, approve and evaluate operations budgets, operations funding, expenditures and accomplishment of ministry objectives.
In coordination with the Finance department, ensure program adherence to financial policies and manage overall program budget
Ensure that recommendations from audit reports and audit findings (relating to program operations) and programme/project evaluations are addressed and implementation plans developed for the recommendations of the reports are in place and accomplished.
Ensure that operational risks are identified and mitigation measures are in place.

Ensure inter-departmental coordination and Networking
Support the Operations Management Team to ensure integration of programming, synergies and resource sharing.
Ensure Operations management staff coordinate and partner with all core team functions, including PD&Q and ELA units, to ensure appropriate targeting of the most vulnerable, quality programming and achievement of sustainable change.
Ensure quality implementation of grans and ensure that donors’ concerns are addressed (government/private donors and support offices) ensuring proper resolutions for both parties have been reached.
Support grant ‘Go/No-Go’ process, grant design and start-up meetings. Ensure grant managers organize grant health and performance reviews. Resolve issues in partnership with other relevant departments.
Initiate and maintain regular contact with other international non-governmental organizations and government officials in an effort to obtain experience and co-ordinate information regarding current and future work in the country.
Provide external and donor representation at the local level

Ensure security and safety management
Oversee the security function’s planning and implementation to ensure staff and organizational safety and security
Ensure that security and safety plans and protocols (security manual, evacuation plan, and risk assessments at national and ADP levels, etc.) are maintained and regularly reviewed.
Ensure that potential security risks are discussed at the CT level and that proper mitigation measures are taken

To select, coach, develop and manage a strong operations team, building a culture of empowerment, high performance, openness, transparency, accountability, and mutual support.
Provide leadership in maintaining positive, constructive and supportive communication with all teams.
Lead and participate in the recruitment, selection and development of key operations staff.
Effectively manage the performance of direct reports, ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building. Hold staff accountability.

KNOWLEDGE, SKILLS AND ABILITIES
Bachelor’s degree in a field related to community development. Master’s degree in international development, business administration, public health, economics, rural development, or similar, preferred
5-7 years of experience in working in the international development and relief field in a similar management role, preferably within NGO.
Proven experience in Management and in supervising sub-functions
Experience in Project Cycle Management and report writing
Demonstrated experience in at least two areas of the Progamme/Project cycle management (project design, implementation and monitoring, or evaluation), is highly required.
Experience in supporting Area Development Programme and grant-funded projects’ Management.
Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.
Excellent proven track record of donor relations with multiple donors.
Strong planning and organizational skills and ability to prioritize.
Computer literate in Microsoft Office, Lotus Notes or similar database, email and Internet.
Fluency in written and spoken English language is required.
Excellent analytical skills
Excellent organizational and time-management skills.
Clear understanding of the workings of major donor perspectives, requirements and standards.
Must be able to represent World Vision to major program donors in a highly professional manner, in person and in writing.
