Context:
Objective: The general objective of this consultancy is to conduct a market study of the international money transfer market in Burundi to help Burundi National Postal Service (RNP) to position itself in that market.
Target: RNP to become a key actor on international remittance in Burundi.
Core Functions / Responsibilities:
Map out the International Money transfers operators present in Burundi with a focus on the key international and regional corridors, presence of MTOs in rural areas/cities as well as other MTO’s strengthens and weaknesses;
Carry a market analysis of remittances in Burundi, including a comprehensive study of total amounts transferred, average amount per transfer, periods of activity, locations, customer profile, etc.
Conduct a thorough review of international remittances costs in Burundi and the Central bank regulations on remittances to facilitate a baseline for RNP ;
Formulate recommendations on the development of a plan of action to support RNP roll out its international money transfer services.
*Key deliverables to be performed under this contract:**
a. Tangible and measurable output of the work assignment.
Detailed work plan presented;
Comparative study report available.
b. Realistic delivery dates and details as to how the work must be delivered.
The expert’s services will be required over 1 month.
Detailed work plan presented prior to the commencement of the assignment
Draft report to be sent to IOM by 11 May 2018
Final report to be submitted by 16 May 2018
c. Performance indicators for evaluation of results (value of services rendered in relation to their cost).
Satisfactory completion of tasks indicated in the ToRs
Quality of writing, problem clearly stated, plan based on and responding to the problem defined, clear and concise organization, appropriate methodology, achievable targets
Adequate and prompt provision of the technical inputs
Timely delivery of drafts and deliverables as indicated these ToRs.
Professional and collaborative demeanor
Experience
Proven track-record of professional experience on migration and remittances
At least 7 years of professional experience in a field related to migration governance;
Demonstrated experience in carrying out technical assistance interventions;
Professional working experience with national authorities/institutions about migration issues and, specifically, on remittances issues;
Expertise in the migration sector with experience in the topic of remittances at international level;
Proven experience in working in international settings;
Experience in drafting regulations and /or formulating related recommendations conducting feasibility studies, compiling research and liaising and communicating with national and/or international counterparts;
Demonstrated ability to deliver quality work under tight timeframes.
