The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters - NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
NRC in Myanmar
Known as “the longest running civil war,” internal conflicts have plagued Myanmar since the country’s independence. Hundreds of thousands have been displaced in the decades-long, ethnically driven conflict. In 2008, we established our country programme in Myanmar. Our goal is to help the most vulnerable people, regardless of political, religious, or ethnic ties. We still struggle to get our assistance through, because of government restrictions and security concerns.
NRC’s current activities include rapid issuance of civil documentation, reconstruction of durable shelter, permanent schools, and vocational education, all managed from seven field offices within the Southeast Region, Kachin, Southern/ Northern Shan and Rakhine States.
About the position
The purpose of the Finance Manager is to be responsible that the financial set up is accordng to NRC standard and to support programme/project implementation in Myanmar. The following is a brief description of the role and its responsibilities:
- Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
- Implement NRC’s financial systems, routines and procedures
- Maintain overall budget control and monitor cash flows
- Management of financial team
- Training of line managers and staff with financial responsibilities
- Provide regular analysis and reports
- Implement anti corruption policy
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- Provide up-to-date analysis and required reports of the financial situation in the projects and the programme to the Country Director, Programme Director, Area Managers, Programme Managers, Project Coordinators and the head office (HO) in Oslo.
- Ensure all balance accounts are reconciled on agreed dates with NRC HO in Oslo including inter office balance accounts
- Maintain a particular responsibility towards transparency and accountability within finance.
- Identify the capacity building needs for all the finance staff in Myanmar and ensure those relevant trainings are conducted.
Our ideal candidate
Our ideal candidate has experience from working in complex and volatile contexts and with 3 years of experience as a Finance Manager in a humanitarian context, including management of staff. Other required competencies includes:
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Solid knowledge of computer software and modern accounting systems
Fluency in English, both written and verbal
Valid driver’s license

Duty Station: Yangon, Myanmar with 20% travel
Start date: August 2018
- This is a family duty station
- All international staff working and residing in Myanmar are obliged to pay income tax to the Myanmar authorities.
- Approved health certificate will be requested before contract start
