Duties and Responsibilities:

Under the direct supervision of Head of Sub-Office in Hakha, the Logistics Assistant will be responsible for, and not limited to, the following duties:

• Perform logistics activities in a timely and efficient manner, to allow the efficient / cost-.effective implementation of projects and activities. Contribute, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
• Contribute and review the preparation of field level agreements / budgets by cooperating partners. Monitor and track budget allocations and review cost estimates, ensuring adherence with relevant procedures.
• Support the implementation of Cash Based Transfer activities by assessing / providing clear reports on the supply networks in Chin state - how the food is supplied to WFP beneficiaries. Assist in analysing the implications of Cash Based Transfers activities on the LTSH rate for in-kind assistance.
• Liaise with logistics hubs, particularly in Kalay and Pakokku to follow up timely delivery of commodities to implementing partners in Chin state. Check and verify all relevant documentation required for timely execution of logistics operations.
• Provide training, develop training material and build logistics capacity of cooperating partner staffs, WFP staff and government staffs in the logistics field (warehousing and transport). Perform regular visits to partners to monitor and evaluate the quality of their logistics activities.
• Assist Head of Sub office with planning, implementing, monitoring and reporting of logistics activities. Collect relevant data, and produce regular and specific reports that enable informed decision-making by head of sub-office. Gather data required by country office for contracting logistics services in Chin state.
• Provide technical logistics support, following standard processes. If needed, request support / guidance from other sub offices or from country office to ensure timely and accurate resolution of all enquiries with a high standard of client service.
• Maintain good coordination and liaison within WFP and with external stakeholders in support of operations.
• Provide support and/or allocate work to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.
• Follow standard emergency logistics preparedness and response practices to support WFP to respond in emergencies. Provide support to contingency planning for all assistance modalities in the event of a rapid change in context.
• Perform other related duties as assigned.

Qualifications:

Education:

The incumbent must complete secondary school education. Preferably University Degree in business or public administration, logistics, economics, statistics, supply chain management or other related field.

Experience:

At least four years of practical commercial/professional experience in port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management. Experience in following areas is an advantage.
• Using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
• Analysing data (on commodities, funds, etc.) and drafting reports.
• Measuring service providers’ performance against set KPIs.
• Assisting the preparation of contract documentation.
• Providing technical business support in corporate systems.

Knowledge & Skill

Knowledge of humanitarian assistance and development practice. Good understanding of logistics/ supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

Preferable to have general knowledge of UN system policies, rules, regulations and procedures governing procurement administration. Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Language:

Must have good command in both oral and written English and Myanmar. Preferably, fluent in local language of duty station.
