National Consultant to Support Central Expanded Programme on Immunization (cEPI) in the geospatial data management and technologies_ National Consultant_ Yangon Pilot Project

Background
The Myanmar Central Expanded Programme of Immunization (cEPI) is using WHO's Reaching Every Community Strategy to vaccinate every child in the country. In this strategy, the development of a microplan based on the population information in the catchment areas of the health workers is an important tool to ensure effective coverage and equity.
The EPI review conducted in 2016 highlighted an important number of missed children, most of them being from “special populations” (e.g., migrants, displaced, peri-urban slum dwellers, monks, orphans,..).
These populations are not always reflected in the official figures from the General Administration Department or targeted by health workers during immunization campaigns leading to underreporting as well as planning and monitoring challenges. This situation is exacerbated in big cities like Yangon were increased urban population and unregistered settlements are observed.
The use of proper geospatial data management practices and technologies (Global Navigation Satellite Systems (GNSS, Geographic Information System (GIS) and Remote Sensing (RS)) can help filling this gap through the collection, management, visualization and use of geo-located data and information on vaccination service, population distribution as well as the establishment, maintenance and sharing of a master list for the geographic objects core to immunization (health facilities, communities, ...). This help identifying inequities in vaccination coverage and health outcomes, addressing existing gaps in service delivery by optimally deploying available resources with minimum waste, and effectively monitoring progresses toward national and global development targets.
UNICEF is working closely with cEPI and the GIS team of the Department of Public Health to provide technical assistance regarding the use of geospatial data and technologies in support of the microplanning process across the country. This activity includes but is not limited to building the technical capacity of the MOHS at the central as well as State and Regional level.
cEPI in collaboration with DOPH and UNICEF have now moved to the next phase of the project which will consist in expanding the small scale pilot project over the Taungtwingyi Township to cover the all Region of Yangon. Therefore, UNICEF is searching for a consultant to support pilot and implementation of the manual and dashboards.
Objectives of the Consultancy
The main purpose of this consultancy is to support the technical implementation of the Yangon pilot project and provide technical support in all matters related to geospatial data and technologies to the EPI program and the DOPH GIS Team.
Assignment Tasks and Expected Deliverables
Task 1:
Support the development of the guidelines, data specifications and protocols/SOPs as well as identify the necessary standards necessary for the implementation of the Yangon pilot project. (12.5% of total consultancy fees)
End Product/Deliverable 1:
The guidelines, standards and protocols/SOPs necessary for the implementation of the Yangon pilot project.
Task 2:
Collect, check, clean and validate the information to create the EPI Communities master list for the Yangon Region using the tools and protocols that have been defined (25% of total consultancy fees)
End product/ Deliverable 2:
EPI Communities master list for the Yangon region (priority being put on the 5 Townships selected for the method validation exercise: Sanchaung, Kyauktada, Hlaingtharyar, Kyemyindaing and Htantabin)
Task 3:
Support the exercise aiming at validating the method using Thiessen polygon to delimitate the reporting areas attached to each Sub Rural Health Centre. (25% of total consultancy fees)
End product/Deliverable 3:
Building foot print layer over the 5 selected Township, Delimitation of the EPI communities’ boundaries based on the building footprint.Report documenting the finding of the comparison between the satellite and Thiessen polygons based EPI community boundaries.
Task 4:
Support the development of the GIS based microplanning maps for the Yangon Region. (12.5% of consultancy fees)
End Product/Deliverable 4:
Base microplanning maps for Yangon to be used by February 2019 for the microplanning process
Task 5:
To strengthen geospatial data management and technologies capacity at the Region/State and Township level (12.5% of consultancy fees)
End Product/Deliverable 5:
DOPH GIS data managers, EPI Medical Officers and Yangon Regional GIS data managers trained and capable of managing and using geospatial data and technologies to generate microplanning maps on a yearly basis.
Task 6:
To document the Yangon pilot project and provide recommendations for the national roll out (12.5% of consultancy fees)
End Product/Deliverable 6:
Completion report for the Yangon pilot project including recommendations/lesson learnt for the national roll out
Qualification and specialized knowledge/experience required for the assignment:
Education: University degree in natural science, Information Systems or related discipline or enough professional experience in these areas to be considered as equivalent; A background in public health would be seen as an advantage

Language: Full professional proficiency in English (written and oral) is required. Full professional proficiency in Myanmar language is required.
