SUMMARY STATEMENT OF RESPONSIBILITIES:
The Finance Controller based in Yangon has the overall policy and management responsibility for the finance and accounting functions for the country program. The Finance Controllers responsibilities include general controllership, staff training, management, and treasury and budget functions. Specific responsibilities within each functional area are as follows:
SPECIFIC RESPONSIBILITIES:
Controllership
- Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements,
- As required, establishes finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementation.
- Oversees the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by IRC Headquarters and donors.
- Closely monitors all financial activities, and keeps the CD advised of all situations which have the potential for a negative impact on internal controls or financial performance.
- Oversees that on a monthly basis balance sheet reconciliations are completed on a timely basis and that final reconciliation and trial balances are reviewed with the CD.
- Approves all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the CD and Regional Controller prior to submission.
- Develops schedules and performs or supervises the completion of country internal control audits, and initiates actions necessary to correct internal control weaknesses.
- Facilitates and co-ordinates external, internal, donor or government audits
- Oversees the protection of the country's assets (cash, inventory, NEP) through the enforcement of internal control policies and procedures
- Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements
- Liaising with IRC NY, the Regional Unit and relevant Technical Units on all Finance, Accounting, Grant, Budget Management and cash management matters.
Training & Staff Management
- Lead orientation and refresher training programs for international staff to ensure staff are aware of their roles and responsibilities in the area of budgeting, grant management and are updated with new procedures, IRC global initiatives.
- Monitor staff competencies post-training and provide regular feedback and guidance to ensure all gaps in knowledge are addressed and rectified with supervisors as appropriate.
- Advise National Finance Controller where necessary with Finance Orientation sessions for all new staff.
- Lead the Budgeting and Planning team maintains cooperative relations with other departments, and interacts with them in a positive manner.
- Supervision of the National Finance Controller, Sub Grants and Compliance Department and Budget Staff based in the country office.
- Establish annual performance objectives for direct reports.
- Ensure Direct Reports establish timely annual performance objectives for their staff.
Budget
- Develop Country Office operating budget and ensure quarterly re-forecasts are prepare according to country office requirements.
- Supervise the preparation and revision of all grant budget proposals.
- Review and supervise the preparation of all Budget versus Actual reports on a monthly basis in donor currency to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.
- In compliance with donor requirements and IRC policy develops the "Field Operations/Overhead" budget and recommends a methodology for allocation of overhead to grant budgets. Prepares the annual and monthly cash budgets based on approved funding;
- Accountable of monthly field expense reports and send to the Field Coordinators and DDO in a timely manner.
- Analyze the use of unrestricted funding versus approved allocations and share with the country director on a monthly basis.
Sub-grantees/Partners
- The international finance controller under the direction of the Country Director and is responsible for ensuring all sub-grants compliance with donor regulations and coordinates the submission of timely and accurate financial and narrative donor reports.
- The compilation of internal reports, designing and editing of IRC Program literature, other public information materials, including orientation materials, and special reports on IRC's activities.
- Supporting the Country Director and Deputy Director efforts in designing, writing, editing new proposals in coordination with the sector and field coordinators.
- Manage sub-grants in close collaboration with all relevant departments.
- Perform other duties as required by the Country Director.
Qualifications
Education:
A Relevant degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA, or a Masters degree in Accounting.
Experience:
- Minimum eight years experience of managerial experience in the financial area of a non-profit organization or eight years of managerial experience in finance in an international commercial organization.
- Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs.
Skills and Abilities:
- Good written and verbal skills in the English language.
- Extensive experience in working with computerized accounting systems, standard spreadsheet and database programs (SUN System and Vision)
- Must be comfortable in being a proactive member of the top-management team. Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.
- Must be able to function effectively in a loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements
- Ability to carry out responsibilities independently with minimal technical support from within the program organization.
- Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.
- Good at role of facilitator and team player in solving problems.
