We are looking for a highly qualified Project Manager for the DRC program in Rakhine State, Myanmar.

Who are we?

DRC has been operating in Myanmar since 2009 and currently supports operations in four different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including disaster-affected people, IDPs and returnees in Rakhine State, Kachin/Shan State and the Southeast of Myanmar. DRC’s work is based on humanitarian and protection principles and human rights.

In Rakhine State, DRC has a well-established presence, initially providing emergency assistance to communities affected by cyclone Giri. Following waves of violence in 2012, DRC has been responding to the needs of displaced and conflict affected populations. The DRC programme in Rakhine focuses on protection, child protection, livelihoods support and recovery activities, camp management, shelter, WASH and community-driven programmes to meet the needs of people across Rakhine State.

DRC's protection activities are today covering several areas of Rakhine state and seeks to both meet humanitarian needs in camps and to promote new ways of finding solutions to displacement.

DRC/DDG Myanmar currently employs over 180 national and 22 international staff and operates from five operational offices. The main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, USAID, DANIDA and SDC.

About the job

DRC is developing a more comprehensive protection programme for the areas of Kyauktaw and Mrauk-U to address unmet needs for GBV prevention and response services. To lead this work, DRC is looking for candidate with the required energy levels, ambitions and experience to lead such a start-up and initiate the delivery of quality protection programmes on the ground besides engaging in strategic partnerships.

The Project Manager will be responsible for the technical and managerial oversight and implementation of the protection activities, including Gender-Based (GBV) activities, among IDPs, host community and returnees in DRC areas of operation.

Duties and Responsibilities

· Manage, supervise and monitor the timely implementation of DRC’s protection-related activities in Mrauk-U and Kyauktaw Townships of Rakhine State;

· Contribute to the ongoing assessments, GBV programme design and implementation;

· Identify and respond to protection concerns through field monitoring visits, assessments, etc;

· Conduct data analysis and early drafts of the reports of surveys and studies;

· Provide technical and project support to national staff in the implementation of activities, including training sessions when necessary and relevant;

· Facilitate training for the GBV team and local partners on GBV prevention and response strategies;

· Supervise the work of DRC staff in Mrauk-U and Kyauktaw and oversee the functioning of the Mrauk-U office on matters, incl. admin/finance, HR, procurement and logistics, ensuring they are in compliance with DRC’s policies;

· Manage Mrauk-U multi-grant and GBV project budget in order to maintain program expenditure within budget parameters;

· Ensure timely and accurate financial monitoring and reporting of the project portfolio;

About you

To be successful in this role you must have:

· University Degree in law, international (humanitarian law), international relations, political science or similar;

· Minimum 3 years international experience implementing and developing Protection or GBV programs in emergency and post conflict environments with limited/degraded local resources and infrastructure in remote environments;

· At least 2 years experience of managing staff and overseeing their work

· Proven understanding of support functions related to project implementation, particularly admin/finance, HR, procurement and logistics

· Demonstrated ability to conduct training on protection and human rights topics, including staff training;

· Experience of preparing donor reporting and funding applications

· Demonstrated intercultural sensitivity and motivation;

· Systematic mindset and capability of implementing changes;

· Experience of data management; databases and M&E tools desirable;

· Fluency in English;

· Experience with programmes focused on bringing about solutions to displacement would be seen as an advantage.

· Experience with implementing other sector activities (e.g. livelihoods support or community-driven programmes) would be seen as an advantage.

We offer

DRC will offer the successful applicant a 12 months contract with the possibility of extension. Envisaged start date is the end of March and you must be willing and able to work in and around Mrauk U and Kyauktaw, Rakhine State.
