CCCM Coordinator
Rakhine State, Myanmar
We are looking for a highly qualified Camp Coordination and Camp Management (CCCM) Coordinator for the DRC program in Rakhine State, Myanmar.
Who are we?
DRC has been operating in Myanmar since 2009 and currently supports operations in four different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including disaster-affected people, IDPs and returnees in Rakhine State, Kachin/Shan State and the Southeast of Myanmar. DRC’s work is based on humanitarian and protection principles and human rights.
In Rakhine State, DRC has a well-established presence, initially providing emergency assistance to communities affected by cyclone Giri. Following the June and October 2012 violence, around 140,000 people were displaced, including 110,000 people in camps, mainly in Sittwe, as well as in other affected areas in rural townships. Another 100,000 people in host/surrounding villages are affected due to poverty, restrictions on freedom of movement and lack of access to basic services. The DRC programme in Rakhine focuses on protection, child protection, livelihoods support and recovery activities, camp management, shelter, WASH and disaster risk reduction. Furthermore, longer-term support to local authorities and the resilience of local communities are prioritized areas of work.
DRC CCCM activities in Rakhine which started in July 2013 today refer to a broad spectrum of sectors in 8 IDP camps and host/affected villages (around 60 000 people) in Rural Sittwe and Pauktaw areas and include camp level coordination, service monitoring and data management, complaints mechanism, community service activities, camp Improvements including shelter maintenance, training and capacity building of key stakeholders.
DRC/DDG Myanmar currently employs over 180 national and 22 international staff and operates from five operational offices. The main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, USAID, DANIDA and SDC.
About the job
The CCCM coordinator is directly responsible for the CCCM intervention in terms of high quality and timely deliveries, narrative reporting and financial overview, close cooperation with donor, Government and coordination mechanism on site and in synergy with other DRC interventions in the area.
The CCCM Coordinator reports to the Program Manager of the Rakhine program and oversees, as direct supervisor, a mixed team of an international field officer and trainee, national team leader, field assistants, camp based field office assistants and community volunteers. The CCCM projects will be coordinated from the main office in Sittwe, but will count on a number of satellite offices in the camps.
Duties and Responsibilities
· Maintain close relationship with key leadership structures in all targeted camps to ensure adequate understanding of community dynamics
· In close collaboration with the leadership structures improve capacity and accountability of Camp Management Committees and other community groups through trainings, workshops and close coordination
· Identify beneficiary information needs and provide guidance to national staff in developing information and awareness-raising materials and activities with beneficiary participation
· Establish a coordination system for all humanitarian actors present in the target camps, with participation from beneficiaries
· Develop training materials for beneficiary capacity building, conduct training of trainers for national CCCM staff and provide support in delivering training sessions to beneficiaries
· Maintain and develop monitoring systems for all humanitarian activities in the camps, including a complaint mechanism in coordination with the CCCM clusters and other clusters
· Develop a CCCM data collection and management system, with technical support from Database Officer
· Design and lead the implementation of assessments for relevant topics
· Contribute to and support the CCCM cluster, inclusive of strategy, modality of implementations and tools
· Maintain and develop coordination with Government and local authorities at all levels relating to CCCM
· Coordinate, assess and implement camp maintenance of residential infrastructures
· Supervise the implementation of the renovation of shelter and community infrastructures in the field through the support of the DRC engineers, logistic team and the Program Manager
· Responsible for implementation, monitoring, supervision of national staff and community-based volunteers, and regular progress reporting
About you
To be successful in this role you must have:
· 3 years of work experience in emergency and humanitarian response operations on displacement related affairs, preferably in camps and camp-like situations
· 2 years of direct experience in camp management
· Successful completion of CCCM trainings
· Demonstrated skills as a trainer/capacity builder
· Demonstrated intercultural sensitivity
· Documented mid-level/senior level management experience
· Fluency in English
· Systematic mind-set and capability of implementing changes
We offer
DRC will offer the successful applicant a 12 months contract with the possibility of extension. Envisaged start date is the end of March and you must be willing and able to work in and around Sittwe, Rakhine State.
