The Technical Services Senior Coordinator is a new and highly strategic position that will lie at the heart of Pact Myanmar’s continuing work to bring high quality, evidence-based programming to millions of Myanmar citizens. This work is expected to grow and expand as investments in Myanmar gain pace in the coming years. The successful candidate will be based in Yangon and will report directly to our Programs Director (who also fulfills a Deputy Chief of Party role), and will be a member of the Pact Myanmar Senior Management team. Depending on the caliber and performance of the successful candidate, it is anticipated that this position will transition into the combined Program Director/Deputy Chief of Party position as we go through routine staff turnover in 2017. While the transition timeline is not guaranteed, Pact Myanmar senior leadership will be seeking individuals that are appropriately qualified for this possible transition.

The Technical Services Senior Coordinator will support our extensive Integrated Program supported by multiple donors, to help grow our existing programs, and help us expand our technical representation with and to the new government of Myanmar; and help us expand into new geographic areas in the coming years. S/he will play a critical role in day-to-day management of the technical department, ensuring cross-cutting program quality throughout our programs and coordinating technical models between numerous local and international partners. This will include high-level technical support to Program and Technical Coordinators running our national programs in health, livelihoods, natural resource management and local governance. This will also require working very closely with Pact Myanmar’s Monitoring and Evaluation team, Civil Society Engagement teams, and relevant field staff in multiple locations. Regular travel to the field, including the capital in Nay Pyi Taw, will be required.

The Technical Services Senior Coordinator will also be responsible for supporting our regional program teams to launch new projects and will also be expected to support new business initiatives including technical and budgeting proposal support. Since we work with a great number of partners in the public and private sectors, we are looking for a candidate with exceptional technical, administrative and diplomatic skills to help us represent Pact at senior levels, and forge new programs, partnerships in the future. We would welcome applications for candidates who have some experience in fourth sector opportunities, including social enterprise development, impact investing, and other non-traditional development models.

Key Responsibilities:

Strategic
• As a member of the Senior Management Team, play a strong role in Strategic Planning processes at the country level
• Work with the Program Director, M&E Manager and other senior staff to lead Pact’s long-term evidence-based Research & Learning agenda, in line with strategic plan objectives.
• Assist in designing, developing, implementing and communicating Pact’s “One Program” approach to the country office with the Programs Director and work to ensure harmonization and better collaboration between program and support units;
• Work closely with Pact’s global technical experts (including in capacity development, program quality, health, livelihoods and natural resource management) to ensure that Pact Myanmar is fully aware of and integrating global technical developments;
• Assist in in the development of new program concepts and funding opportunities and work to expand the current portfolio of programming in line with the strategic plan (which may entail playing a strong role in proposal design and writing);
• Represent Pact in our Myanmar Development Dialogue convening events; other Technical Fora and National Sector Working Groups; and in the development of new partnerships as appropriate and necessary.

Programmatic
• Directly support Program Coordinators, Managers and Regional staff to ensure ongoing quality control and model development/innovations while working with a wide cross-section of departments and functions in the organization;
• Maintain oversight of curricula and TOT development. Help manage a large team of technical trainers and TOT experts, balancing the needs of regional Program Coordinators with technical training and quality control;
• Ensure effective pan-organizational collaboration between program implementations teams, the program management unit and technical support staff;
• Support development of program strategy for new sectors and geographic areas;
• Document Pact Myanmar’s key models and approaches;
• Work closely with M&E to design and learn from studies to improve model effectiveness;

Administrative
• Ensure compliance with country-office-level, HQ and donor requirements, policies and regulations.
• Work closely with Pact’s administration, HR and procurement teams to ensure program continuity with a constant eye on continuous improvement and de-bureaucratization.

Basic Requirements:

• Available to work and travel extensively in Myanmar.
• Graduate degree (MPH or similar)
• 7-10 years progressive relevant professional experience.
• Excellent writing and budgeting skills.
• Experience managing USAID programs (including relates rules and regulations and administration of USAID projects); and or other bi-lateral donor-funded development assistance projects.
• Proven experience in program design and implementation in the field, preferably in community health and livelihoods programs.
• Experience managing and working alongside senior high-caliber managers and technical specialists in a variety of sectors. Experience working closely with local government counterparts and civil society partners.
• Proven track record in ensuring program quality and providing mentoring at the operational level, and of helping to develop strategic plans.
• Experience in new business development, specifically pre-positioning, designing and writing proposals and preparing quality budgets essential.

Preferred Qualifications:

• Candidates that meet standard minimum requirements for USAID Deputy Chief of Party positions.
• Proven technical professional experience, ideally in health, livelihoods, incorporating experience of evidence-based design, development and implementation.
• Proven field-based program leadership and field experience.
• Experience working in SE Asia.
