Proposal Objective:
UNICEF plans to commission a two-country impact evaluation on UNICEF’s approach to supporting inclusive and equitable play opportunities for children ages three to six through the use of the Early Childhood Development Kit. The evaluation will take place in two phases beginning in July 2016 and ending in September 2018. Phase 1 will be approximately nine months, and Phase 2 will take place 6-9 months following and be approximately seven months.
Position Description:
SI is seeking an Early Childhood Development (ECD) Monitoring and Evaluation Specialist that has experience both in ECD and conducting impact evaluations. This position will be a long-term consultancy throughout the period of performance, with expected travel to both Senegal and Lebanon.
Responsibilities:
- Develop and validate original instruments and tools for conducting assessments.
- Advise and create evaluation toolkits and methods to properly execute the evaluation.
- Contribute and lead baseline and end-line report writing as necessary.
- Contribute to design with methodology, literature review, tools etc., for the evaluation.
- Help in training enumerators on administering ECD assessment tools.
- Work with IE specialists on analysis of data and report writing.
- Present findings to relevant stakeholders.
Qualifications:
- Minimum 8-10 years of experience in early childhood development and early learning education sector.
- PhD or Master’s degree in early childhood education, education, psychology, or relevant field required.
- Experience with conducting quasi-experimental impact evaluations, particularly in complex settings, such as in emergency contexts.
- Experience in early learning/development measurement including strong technical knowledge of measuring non-verbal reasoning, resilience, pre-literacy/numeracy, and/or psycho-social development for children in the 3-6 age group.
- Demonstrated history of creating/adapting and validating ECD and/or psychological instruments in new contexts.
- Experience and familiarity with UNCIEF work for children’s rights and women’s rights are highly desirable.
- Ability and willingness to travel to Lebanon and Senegal.
- Exceptional organizational and communications skills.
- Strong managerial/leadership skills on large teams on complex projects, etc.
- English language fluency required; French and Arabic written and spoken proficiency highly desirable.
