Description of the unit / department:
Trócaire has been supporting the work of partner organizations in Myanmar since 1995, and has had an established presence, with a fully functioning country office since 2008. The Trócaire Myanmar team consists of 28 programmes, finance & Admin and programme support staff.
The Myanmar country office in Yangon takes overall responsibility for the implementation of the Myanmar country programme, which currently focuses on humanitarian response, land rights, women’s empowerment and peace building.
Considering the strong geographic focus of Trócaire’s work in Kachin and Northern Shan States, a field office was opened in Myitkyina, Kachin State, in 2014.
Background to the Role:
Since 2011, Trócaire has been responding to a protracted crisis with widespread displacement in northern Myanmar (Kachin and Northern Shan States), while remaining ready to respond to manmade and natural disasters on an ongoing base across Myanmar.
Over the past 4 years, Trócaire Myanmar has supported local NGOs in the distribution of basic food rations, unconditional cash grants and NFIs, as well as the construction of shelters and WASH hardware
In order to facilitate an integrated, multi-sectoral approach to the response in Kachin and Northern Shan States, Trócaire has established a partnership with Danish Refugee Council (DRC) and International Medical Corps (IMC) to prepare a comprehensive, consortium based proposal for submission to DFID.
The programme will be implemented in partnership with two locally based faith-based organisations.

Scope of the Role:
The purpose of the Emergency Food Security and Livelihoods Officer (EFSLO) position on the Trócaire Myanmar Humanitarian Team is to assist Trócaire in delivering life-saving programmes in a holistic and sustainable way, keeping in mind how the emergency response will set the ground for an eventual transition to early recovery and development.

Key Duties & Responsibilities
· Coordinate Trócaire Myanmar’s Food Security response and early recovery activities across a wide range of actors, including local partner organizations, donors, INGOs and UN/Cluster agencies to ensure consistency and avoid duplication of programming.
· Provide technical support to partners and humanitarian team members in relation to food security & livelihoods components of the emergency response.
· Provide emergency response related training modules and capacity building (where necessary) directly to staff and partners in food security & livelihood related topics.
· Lead the process of transitioning from a blanket approach to a targeted approach, through the development, roll out and implementation of a targeting strategy.
· Assess the appropriateness of current programming modalities, recommending changes and supporting the adjustment/adaptation of modalities as appropriate (e.g. a shift from in-kind distribution of food to cash/vouchers).
· Provide close monitoring of partner organizations’ food security & livelihoods related activities, providing technical support and guidance where necessary.
· In the event of natural or manmade disasters in Trócaire Myanmar’s areas of operation, work with partner organizations to conduct rapid need assessments of the food and livelihoods situation and make recommendations to the Trócaire Myanmar humanitarian team on how best to respond to those needs programmatically.
· Assist in development of, or provide technical review for, emergency response concept notes/proposals to ensure that proposed activities and programmes align with best practice in the food security/livelihoods sector.
· Actively represent Trócaire Myanmar in food security, agriculture, and livelihood sector/cluster discussions and activities.
· Display technical and organizational leadership in sectoral activity commensurate with the role as a primary resource person for emergency food security and livelihoods on the Trócaire Myanmar team.
Person Specification – The ideal person will have
(E) Qualification
· Masters Degree in Agriculture or other relevant field.
(E) Experience
· Minimum of 5 years of international experience in food security, agriculture, and livelihoods, including experience in emergency response and recovery following natural/manmade disasters.
· Experience in assessment, programme design & evaluation and technical training and support.
· Experience working with major international donors, particularly DFID.
· Experience working in partnership with local organizations.
· Experience in Myanmar desirable.
(E) Skills
· Fluency in English (local language skills an asset).
· Excellent written, oral communication skills.
· Excellent computer skills (Microsoft Office).
· Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in programme monitoring, data collection and evaluation.
· Skills in technical proposal writing, designing and implementing food security programmes.

· Empathy with the work of Trócaire as a Catholic organisation.

· Experience in an IDP/Refugee setting desirable.
· Prior experience in Myanmar or elsewhere in the region.
