Lebanon: Communications Officer

PURPOSE OF POSITION

The primary purpose of this role is to support the Communications department to achieve objectives set out in the Communications and National strategies through developing, disseminating and managing information and resources for effective donor and public engagement; networking with key internal and external groups; strategically working with national and international media; identifying and mitigating media risks; contributing to internal communications; and launching and carrying out timely and effective communications responses to humanitarian emergencies.

MAJOR RESPONSIBILITIES

  1. Public - Community Connections:

Evidence-based content for resource generation. Sponsorship Transformation and ministry

a. Ensure outcome-focused quality production of visual and written content for defined donor segments and audiences reflecting programme objectives and evidence of impact.

b. Contribute to quality and programme aligned website / online platforms updates posted regularly; find innovative methods to attract more visitors to online channels.

c. Provide communications support during the organization of public events initiated by Programmes and Projects Managers.

d. Be trained on emergency communications. Ensure effective and rapid provision of disaster response content for effective internal communications and marketing appeals that mobilise support during emergencies

e. Host/support the Partnership resource gathering visits

a. Ongoing completion of WV assignments, including news, eye-witness reports, story lines, feature stories, video & photo stories etc. Proactively create ideas of resources that match strategic objectives; insure photos & captions uploaded to WV systems reflect all the specters of the work implemented.

b. Routinely updates WVL pages on wvi.org and other Partnership platforms; to share updated content aligned to programme objectives and evidence of impact to drive increased number of visitors and page views. Pay special focus on local language functionality on wvi.org.

c. Communications support to be provided while planning and implementing the public events.

d. Ensure disaster response preparedness is demonstrated with agreed Emergency Comms plan, make sure wvrelief.net and other WV platform access are active and ready hand templates and updated country programme profiles are current.

e. Identifies, negotiates and prepares story concepts, interview subjects, spokespersons and locations to resource gatehrers providing guidance and information before and during the visit; ensuring all relevant staff are briefed in advance of the field visit and visit logistical needs are met

REPUTATION & INFLUENCE: Organisational positioning in mainstream and social media to mobilise publics for social and policy change

a. Contribute to media outreach plan results in increased positive coverage of WV’s work in local and national media outlets.

b. Staff is trained and refreshed annually as spokesperson

c. Ensure WV staff is oriented on media relations policy and protocol.

d. Local and national campaigns have an integrated media plan that secures positive press coverage and improves visibility of key issues.

e. Ensure social media content and engagement plan results in increased social community linked to WV, endorsing WV, and active in childwellbeing issues based discussion on WV-managed digital platforms.

f. Developed and maintained professional contacts and relationships with key print, radio and TV media, and liaise upon necessity.

g. Ensure the external communication resources use correct WV identity.

h. Have an input in developing advocacy messages and contribute to planning advocacy activities.

i. Provide communications support reflected in applicable regional and global advocacy campaigns.

j. Host international and local media and press outlets representatives as per WVL comms protocol

a. Establish and manage media contacts. Ensure percentage increase in media impressions, number of instances WVL is approached by media reps for opinion/content on WVL strategy priorities.

b. Contribute to preparing expert spokespersons available for proactive and reactive media engagement in local and international markets – especially in times of emergency. Updated organizational media crisis plan, including Q&A and messaging documents are shared with the staff.

c. World Vision staff is aware of and adhere to media relations protocols.

d. Number of campaign-related media interactions generated in-line agreed key messages.

e. Develop and post discussion-raising content on social media channels. Ensure percentage increase in followers/fans on channels and number of endorsements posted via channel.

f. Establish and maintain media relations, including local and international media through development and maintenance of professional contacts and relationships with print, radio and TV media. Offer story opportunities, arrange project visit and interviews.

g. Demonstrated correct use of WV identity in external communication resources. Support staff to have access to and is aware of local and international branding guidelines.

h. Ensure advocacy department receive communications inputs into WV’s advocacy messages and activities related to child well-being prior to external engagement.

i. Support regional and global advocacy campaigns to get WVL strategically aligned communications inputs, to grow profile of field ministry with international audiences.

III. STAFF ENGAGEMENT: Internal communications to mobilise staff for strategy, ministry execution and impact

a. Ensure increase in access and readership of internal communications channels.

b. Represent WVL in regional calls /webex.

c. Feature national programming initiatives in regional and global communication platforms.

a. Internal communications channels (ie monthly newsletters, …) are monitored for staff effectiveness and engagement

b. monthly regional calls are attended

c. Ensure that national programming initiatives, views and news are regularly featured in regional and global internal communications platforms (regional newsletters, Connections, MEER update, wvcentral)

IV. Perform other duties as required

Safety and Security responsibilities:

  • Responsible of own security and actively contribute to a positive security culture

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager

Other Duties:

  • Attend and participate in local and international capacity building events as needed

  • Attend and participate in spiritual nurture events and other organizational events

  • Perform other related tasks as required by the Comms / Project managers

KNOWLEDGE, SKILLS AND ABILITIES

  • Diploma or degree in journalism, communications

  • Three years experience working in communications or journalism or a related field.

  • Very strong ability to write, edit, and speak English (Previous experience writing, editing and/or publishing articles and taking photos)

  • Strong computer literacy, including ability to work with Microsoft Office and web-based software

  • Photography skills

  • Cross-cultural sensitivity and understanding of social and political environment.

  • Ability to work with minimal direction, with team members as well as alone.

  • Full adherence to World Vision Lebanon Child Protection, Code of Conduct and Conflict of Interest policies.

  • Full adherence to security protocols

  • Experience of coordinating work between different organizations

  • Ability to cope with working in a dynamic and changing environment.

  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context

  • A full commitment to World Vision’s core values and mission statement.

  • Position requires in-country travel for up to 30 per cent of working hours.

  • Position requires availability and willingness to work outside regular office hours occasionally.

  • Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster. Also requires willingness to undergo World Vision and external training on how to respond to such emergencies, including first aid training.

  • Willingness to develop survival and security skills for various risks and challenges encountered in emergency situations.

  • Willingness to undergo first aid and security training.
