Lebanon: Portfolio Manager - Early Childhood Care & Development (ECCD)

PURPOSE OF POSITION

To provide strategic, technical, and operational oversight to the existing ECCD programmes in the Bekaa. To oversee engagements with local partners and to assist in exploring new types of partnerships. To support in developing an ongoing pipeline of new projects, and participate in evaluation, learning, and capacity development activities.

MAJOR RESPONSIBILITIES

  • Provide leadership, mentoring, and coaching to ECCD project Managers (PMs) and ADP coordinators.

  • Manage a whole portfolio of grants in close collaboration with project managers/coordinators.

  • Ensure optimal operational and financial performance of on-going projects through a combination of support, monitoring, and technical assistance to address implementation challenges.

  • Support PMs in updating projects documents and to ensure that all related operational tools and reports are submitted in a timely manner.

  • Coordinate closely with PMs/coordinators to ensure timely projects’ implementation according to donors’ requirements and regulations.

  • Ensure synergy opportunities between grants - either within the same portfolio or outside

  • Develop TORs, contracts and provide support to consultants hired to supplement WVL projects’ programmatic work

  • Support PMs in Identifying, managing and mitigating projects’ risk

  • Coordinate with Specialists on matter related to the sector to ensure that projects’ deliverables meet the required quality

  • Work closely with the Finance Department on project budget, financial reports and cash flows.

  • Coordinate with the Communications Department on visibility plans

  • Coordinate closely with Support functions to ensure smooth implementation of the related projects

  • Assist in the organization of donor visits working closely with NO staff to develop visit itineraries.

  • Facilitate evaluation-related activities of projects in conjunction with other departments and national staff, Monitoring & Evaluation team, and third-party consultants

  • Provide input into and facilitate learning/dissemination of experience and best practices within the team

  • Ensure that projects structure and staffing plans are in place and discussed with P&C.

  • Lead the recruitment of projects’ staff in close coordination with P&C

  • Ensure compliance with World Vision’s policies

  • Ensure that child protection issues are reported and resolved.

  • Provide opportunities for capacity building to PMs/coordinators in consultation with the Area Manager to ensure proper technical and personal development.

  • Coach, support and motivate the team ensuring quality performance of their tasks.

  • Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisals are done. Ensure optimization of subordinates’ potentials.

  • Assist in identification of new partner organizations, including INGOs, Local NGOS, CBOs and private sector

  • Contribute to development of new partnership models and innovative approaches

  • Support the design of new projects in conjunction with RAM team and local partners, including designing projects goals, budgets, activities, and deliverables

  • Provide input into development of new strategies and approaches for WVL interventions in Bekaa area

  • Assist and support grants acquisition and proposal development in close coordination with RAM

  • Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented

  • Responsible of own security and actively contribute to a positive security culture

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager

  • Attend and participate in capacity building events locally and internationally as required

  • Attend and participate in WVL’s spiritual nurture events and other organizational events

  • Perform other relevant tasks as assigned

KNOWLEDGE, SKILLS AND ABILITIES

  • University degree in a development-field

  • At least 5 years of experience in an INGO

  • Excellent written and spoken English. Knowledge or Arabic language is an added advantage.

  • Experience in Project Management and budget management

  • Proven experience in managing a team in a multicultural environment

  • Ability to cope and maintain performance expectations under pressure

  • Ability to work in and contribute to team building environment

  • Strong knowledge of core principles of children rights, participation, do no harm, as well as children in emergencies minimum standards

  • 50% field work, 50% office work

  • Position requires availability and willingness to work outside regular office hours occasionally.

  • Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
