Lebanon: Regional Grant Adviser

Danish Red Cross (DRC) is seeking a Regional Grant Adviser for its offices in Beirut.
The purpose of DRC’s international activities is to increase and strengthen humanitarian impact, to inspire and act for human dignity, resilience and social cohesion.
DRC has been present in the Middle East & North Africa (MENA) region since 2002. Currently we work in Iraq, Jordan, Lebanon, the occupied Palestinian territories (oPt), Syria, and Yemen.
Each of these counties is directly or indirectly affected by civil war or international conflict, and DRC supports the Red Cross/Red Crescent (RCRC) National Societies (NS) with interventions in the fields of emergency relief, health, Psychosocial Support (PS), Water Sanitation & Hygiene (WASH), and Organisational Development (OD).

The Regional Grant Adviser reports to the Head of Region (HoR) and will have a close technical relationship with the resource mobilisation team in HQ and Brussels. He or she will be a highly mobile but integral member of the MENA regional team.
The Regional Grant Adviser will advise the HoR and support the Country Coordinators (CCs) on all issues related to EU contract management and donor guidelines compliance. Furthermore a central role of the Regional Grant Adviser will be to enhance of DRCs capacity to manage EU contracts, so that all relevant staff members are fully able to fulfil the requirements and to ensure the proper management in the MENA region. Additionally, it will be up to the Regional Grant Adviser to identify new relevant areas of cooperation with EU and UN agencies in the MENA region.

Responsibility

  • Provide expert guidance on the requirements and focus areas of key DRC donors, in particular EU (ECHO/DEVCO/NEAR) and UN agencies, to influence the development of realistic thematic, country and regional plans
  • In full coordination with the DRC Country coordinators and delegates in the respective countries support the QA of DRC programmes, in particular those funded by EU and UN.
    • When requested, provide support to the country teams in preparing necessary project M&E documents and reports.
    • Provide expert technical support to the country teams in assessment, in the design of effective projects, and in the preparation of proposals that attract repeat and new donor funding, in particular from EU and UN agencies.
    • Explore new funding opportunities in close collaboration with the Resource Mobilisation team in HQ and support the due diligence and quality assurance (QA) process for those opportunities
    • As a member of the DRC Resource mobilisation team, support DRC-wide institutional learning in all aspects of ECHO/DEVCO proposal writing, contract management and donor compliance
    • Participate pro-actively in the DRC EU task force (at HQ).

Profile
Professional:

  • Hold an academic degree in social science, international development or similar.
  • Good analytical skills, in the context of assessment and project design, and also in terms of understanding donor requirements.
  • A minimum of 5 years of relevant experience in development and/or humanitarian project management and programming.
  • A minimum of 3 years’ field experience in direct project implementation in developing or post-crisis countries.
  • Experience with EU/DANIDA/UN specific funding, in particular of their proposal application and reporting procedures.
  • Project cycle and financial management experience.
  • Work experience in the Middle East is an asset.

Personal:

  • Confidence in situations of stress, and able to handle a heavy but varied workload for a long period.
  • The ability to travel extensively within the MENA region and work in fluid environments that have varying degrees of security.
  • Understanding that process and ownership are key to achieving results in culturally and politically sensitive environments.
    • Excellent diplomacy, communication, coordination, negotiation, networking and facilitation skills.
    • Ability to work professionally in English, knowledge of Arabic and other languages is an advantage.

Terms of employment The start date is 1 June 2016 or soonest thereafter, and the contract period is two years with the possibility of extension.
Your duty station will be the Regional Office currently placed in Beirut, Lebanon. Lebanon is currently not a family duty station.
The position involves very frequent travel to the countries in the Middle East region, including to higher risk countries such as Iraq, Syria and Yemen.
Salary and benefits are in accordance with our Terms and Conditions for Delegates on Long Term Missions (available upon request to HR-Dept.). The salary including all allowances and pension will be between DKK 40,500 to 42,200 per month, depending on qualifications and experience.
