Danish Red Cross (DRC) is seeking a Regional Grant Advisor for the Madad Trust Fund, based in the Regional Office in Beirut, which covers the Middle East & North Africa (MENA).
The purpose of DRC’s international activities is to increase and strengthen humanitarian impact, to inspire and act for human dignity, resilience and social cohesion.
The EU Regional Trust Fund in Response to the Syrian Crisis – the ‘Madad Fund’ (madad means ‘helping together’ in Arabic) – was launched in December 2014 by the EU and its member states to increase the immediate aid to millions of Syrian refugees and their host communities. DRC is the lead applicant of the Red Cross / Red Crescent (RCRC) consortium that will implement the €55 million Madad health programme, which aims to widen and enhance the access of refugees across the region to primary, secondary and tertiary health care, psycho-social support, and protection from sexual and gender-based violence. It will reach and benefit at least 700,000 refugees with a focus on Turkey, Lebanon, Northern Iraq, Jordan and Egypt.
The role of the Regional Grant Advisor (Madad) is to lead and facilitate proper coordination between the Madad project’s designated country leads in the four countries in MENA region; the German Red Cross for Egypt, Netherlands Red Cross for Lebanon, Norwegian Red Cross for Iraq, and IFRC for Jordan. They will also liaise closely with the Trust Fund Manager based in DRC Headquarters, who will perform the same function for the Madad health programme in Turkey, where the country lead is IFRC.
The Regional Grant Advisor (Madad) will act as the focal point for all stakeholders in the Madad project in the region, especially for the country leads, in the region and will serve as the entry point for donor relations and wider Red Cross/Red Crescent involvement in Madad in the region. Key elements of their role will be to ensure timely and high quality monitoring, follow up and reporting on the Madad project in the four countries and to ensure coherence with the rest of the programme in Turkey and overall, in coordination with HQ.
The Regional Grant Advisor (Madad) must ensure that the DRC Trust Fund Advisor, DRC Regional Office finance staff and other relevant DRC regional staff and HQ staff have easy access to consolidated as well as detailed information related to the implementation of the action in the four countries.
The Regional Grant Advisor (Madad) will be a member of the DRC regional team in MENA, reporting directly to the Head of Region. They will also have a close link to and support from the Director of the International Programme and Partnership Support Unit and the Resource Mobilization Team in HQ. The Regional Grant Advisor (Madad directly supervises one position, a locally-recruited Madad Regional Finance Officer, who will monitor budgets and expenditure and support financial reporting by the respective Madad country-leads.
Responsibilities
- Support the Madad trust fund leads in the four countries through coordination, communication, liaison and technical advice on project implementation and reporting.
- Prepare consolidated reports from Egypt, Iraq, Jordan and Lebanon based on the input and reports received from the country leads.
- Support the DRC Country Coordinators in Jordan, Iraq and Lebanon to ensure that the MADAD trust fund objectives and activities are integrated in their regular country programmes.
- Develop, together with the Trust Fund Advisor, a realistic project monitoring, evaluation and reporting (PMER) system and schedule for narrative and financial reporting for the Madad trust fund that complies with EU requirements, and advise the Madad country leads and partners accordingly.
- Participate in monitoring and implementation visits to enable better reporting and EVRs when requested by the implementing country lead.
- Ensure that the EU’s visibility requirements will be fulfilled and supported in region and, in particular, provide support to the DRC Madad Communication Officer.
- Develop, with support from the DRC trust fund manager, plans for expansion and multiplication of the programmes in each country as well as contingency plans.
- Support the capacity-building of DRC at all levels in trust fund management.
- Support the Head of Region in developing country strategies and plans in the region that build upon the Madad project and that ensure DRC is well-positioned to apply for other potential EU trust fund funding.

Profile Professional experience (essential):
- A minimum of 5 years of relevant experience in development and/or humanitarian project management and programming.
- A minimum of 3 years’ field experience in the direct project implementation in developing or post-crisis countries.
- Experience with EU/ECHO specific fund management, in particular their application and reporting procedures.
- Proven project cycle and financial management experience in developing country contexts.
- Documented experience of donor proposal and report writing.
Technical skills (essential):
- Excellent English speaking and writing skills.
- Strong analytical and strategic development skills, in the context of project design, and understanding donor requirements.
- A relevant academic degree in a social science, international development or similar.
- Full proficiency in Microsoft Office.
Personal qualities:
- Confidence in situations of stress, and able to handle a heavy but varied workload for a long period.
- Results-orientated but at the same time innovative and flexible.
- Understanding that process and ownership are key to achieving results in culturally and politically sensitive environments.
- Excellent diplomacy, communication, coordination, negotiation, networking and facilitation skills.
- Authoritative and persistent in promoting key issues.
- The ability to travel frequently to Egypt, Iraq and Jordan as well as to Denmark and Belgium when required
Other desirable factors:
- Ability to work in Arabic is a significant asset.
- Work experience in the Middle East is an asset.
- Experience of working within the Red Cross/Red Crescent Movement is an asset.
- A valid international driving licence.
Terms of employment
The start date is 1 June 2016 or soonest thereafter, and the contract period is for three years.
Your duty station will be the Regional Office currently placed in Beirut, Lebanon. Lebanon is currently not a family duty station.
The position is based in Beirut, Lebanon, and involves frequent travel to Iraq, Jordan and Egypt, as well as to Copenhagen and Brussels. The ability to access these countries easily is a pre-requisite for this position. The candidate should expect around 10 days of travel per month, mostly on short duration trips.
Salary and benefits are in accordance with our Terms and Conditions for Delegates on Long Term Missions (available upon request to HR-Dept.). The salary including all allowances and pension will be between DKK 40,500 to 42,800 per month, depending on qualifications and experience.
