MISSION CONTEXT
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI Syria crisis response is coordinated in Amman and implemented from 3 operational hubs in Jordan (Amman), Turkey (Antakya) and Lebanon (Beirut), and is articulated around four main pillars:
- Provision of accessible comprehensive rehabilitation services
- Emergency response to address immediate needs through reinforcement of access to basic items
- Implementation of Comprehensive Approach to Mine Action, aiming at mitigating risks to all civilians as a result of trained personnel, identifying risks through non-technical surveys, risk awareness, marking, and clearance
- Inclusion component aiming at inclusion of vulnerable groups by other actors.
The actual intervention from Beirut (Lebanon) hub is based on remote partnership modalities of intervention. The main challenges are:
-analyzing and understanding the shifting humanitarian context
-bringing constant support and guidance to the partner teams
-maintaining the technical quality of the intervention
Under the responsibility of the Area Coordinator and with the support of the Technical and MEAL Units and the Coordination team for Syria, he/she will be in charge of ensuring the implementation and development of projects in Central Syria, in line with HI global mandate and policies, as well as HI country operational framework.
He/she will be in direct Line Management of:
- Rehabilitation Officer
- Health & Safety Manager
- Inclusion Officer
- Database Officer
- PSS Officer
- P&O Officer (under recruitment)
He/she will have transversal links with: - Technical Unit
- MEAL Unit
- Support Services
Operational Platform for Rapid Response Project Manager (in charge of emergency distributions / basic needs activities)
MAIN TASKS OF THE EXPATRIATE

REQUIRED PROFILMandatory:
At least 4 years of experience in humanitarian work
At least 2 years of experience of managing projects and teams
Strong interpersonal and communication skills
English mandatory (oral and written)
Strong project management skills, especially organisational and team management skills (including training and capacity building)
Experience in work with implementing partners and/or in remote-control settings
Strong reporting skills
High level of motivation and proactivity
Desirable:
- Professional experience in the field of vulnerability / disability / injuries
- Experience in the Middle-East is a strong asset
- Flexibility and ability to adapt quickly to any change/constraint
- Ability to work under high pressure, without constant supervision and to respect security constraints
- Arabic would be a very strong asset
- French would be an asset
-Status: salaried contract
-Remuneration: according to experience & HI salary scale

-Start: as soon as possible (ideally beginning of May 2016)
-Duration: 7 months (renewable)
-Living conditions: guesthouse shared with other expatriates (no charges)
-Security conditions: low to medium level of insecurity
