Job Summary: The LWF/DWS Humanitarian Liaison Officer is responsible for establishing/maintaining relationships across humanitarian responders, such as the UN, institutional donors, churches and Government ministries in Bujumbura in order to profile/coordinate the work of LWF Burundi and identify/respond to funding opportunities.
LWF/DWS Humanitarian Liaison Officer is part of the LWF Burundi country team and reports directly to the LWF Country Representative based in Kampala, Uganda.
Main responsibilities • Participates in key UN interagency coordination meetings in Bujumbura to input and receive analysis of the humanitarian situation inside Burundi, in order to develop bi-weekly situation reports for the CR in Kampala and partners; • Increases the visibility of LWF Burundi among partners and donors inside Burundi, namely by ensuring LWF Burundi’s active participation and inclusion in the HNO, HRP, OPS processes and contingency plan; • Takes active part in LWF or inter-agency assessments which will inform project designs and proposal developments; • Seeks funding opportunities in-country and develops, together with the LWF team in Burundi and relevant LWF Global Funding Officer, high quality project proposals and concept notes for submission to key donors; • Seeks opportunities and maintains relationships with partners for LWF Burundi to take part in a consortium of organizations to respond to relevant call for proposals; • Represents LWF Burundi in the ACT Burundi Forum in Bujumbura or convene ACT Forum meetings. Keep records of the meetings; • Oversees ACT appeal development, implementation and reporting processes; • Ensures all proposed humanitarian actions are rights based and fall in line with the Burundi country strategy. • Provides support to update the LWF Burundi website, and develop communication materials on the situation inside Burundi. • Provides training and support to the LWF Burundi Country program in meeting our accountability commitments to the (CHS) Core Humanitarian Standards. • Be a security focal point for staff in Burundi and participate in UNDSS briefings
Qualifications
- Experience: Minimum 3 to 5 years of professional experience in international humanitarian programs. Good knowledge and experience of UN coordination mechanisms and institutional donors. Knowledge of the Burundian humanitarian context is desirable.
- Education: Bachelor degree in humanitarian or development work, and/or other related social science.
- Professional skills: • Ability to develop and maintain relationships across a wide range of humanitarian responders, international, national, and local • Good interpersonal communication and coordination skills • Fluency in French & English • Strong organizational and written communication • Flexibility, motivation, patience and ability to work under pressure and with very tight deadlines • Cultural sensitivity and adaptability. High degree of integrity and professional responsibility • Ability to work independently and at times with little supervision • Ability to reside in Bujumbura, Burundi • Positive and pro-active team player • Strong computer literacy
