Description:

This position will be seconded to the National Tuberculosis Program (NTP) in Myanmar. A medical degree (MD) is strongly preferred.

Job Summary / Responsibilities:

Assist the National Tuberculosis Programme (NTP), Myanmar: Provide technical assistance to develop the multi-drug resistant tuberculosis (MDR-TB) operational plan, annual work plan and procurement plans. Ensure the appropriateness of budget allocation under the different funding sources. Identify technical assistance (TA) needs and human resources (HR) needs to effectively implement the MDR-TB components. Assist in monitoring the progress of Programmatic Management of Drug-Resistant Tuberculosis (PMDT) implementation through field visits, review, and analysis of performance reports. Assist in Expert Drug Resistant TB Committee and TB Technical Strategic Group meetings.

Assist the National TB Programme, Myanmar to expand its PMDT: Promote ability of NTP to exert technical leadership of PMDT. Provide technical assistance to implement/ decentralize the activities to increase coverage of the diagnosis and PMDT. Assist the NTP in its efforts to scale up the enrollment of MDR-TB, XDR-TB; Assist in establishment of MDR-TB related database by linking the laboratories, PMDT sites, and central NTP units. Provide advice and technical assistance with piloting of shorter regimen for MDR-TB treatments. Provide technical assistance in public-private mix (PPM) for MDR-TB management and provide routine updates to the USAID TB team, the NTP, and the USAID Mission on the progress achieved.

Accountabilities:

  • Responsible for accomplishing assigned job responsibilities, and following the standards and practices of the department and division
  • Responsible for planning and scheduling own work flow and timetables, within area and function guidelines.
  • Develops tools for the design and implementation of specific technical components
  • Ensures that project implementation adheres to the appropriate global strategy and remains technically sound
  • Reviews, analyzes, and evaluates the effectiveness of programs/projects and makes recommendations for enhancements
  • Ensures the quality of implemented technical activities and systems at all levels
  • Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures
  • Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs/CBOs, and other key stakeholders
  • Continually maintains a dialogue and technical exchange with field counterparts and technical staff of implementing partners
  • Represents the organization and/or Institute to external entities at professional meetings and conferences

Applied Knowledge & Skills:

  • General understanding of organization’s structure, policies and practices, and the impact on own area.
  • General understanding of the external environment and how it affects the industry in general and FHI360 in particular, including political, legal, environmental, financial and social influences
  • Strong diagnostic, analytical, and problem solving skills
  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally
  • Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment
  • Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues

Experience:**

Minimum seven (7) years of progressively responsible experience in designing, implementing and managing TB/MDR-TB health programs in developing countries, with a preference given to candidates with Asia experience.

Demonstrated technical leadership, program management, strategic planning, policy experience, and problem solving skills working on complex projects in a highly sensitive environment are required.

Problem Solving & Impact:

  • Is sought out to provide advice or solutions in area of technical area. Is informed about current developments in area of technical area
  • Works under broad direction with considerable latitude for independent action
  • Specific actions are guided primarily by professional standards and expected outcomes of the program/project
  • Decisions and actions have an impact on the smooth operation and timeframes of the unit programs/projects. Impact on the broader organization is generally indirect
  • Problems encountered are complex and may involve unprecedented circumstances. Resolution requires investigation, analysis and review of professional/organizational standards
  • Faulty decisions or recommendations will normally result in critical delays and modifications to projects or operations, cause substantial expenditure of additional time, resources, and funds; and jeopardize future business activity

Principles of the position:

  • The advisor is seconded to the NTP. If at all possible NTP, the advisor should sit physically with the NTP, and work closely with them
  • Day-to-day supervision of the secondee will be by the NTP. In addition, regular meetings and phone calls between USAID and the advisor are critical throughout, but particularly in the first few months, as the advisor settles in
  • The advisor does not have their own budget (e.g., to print guidelines, or convene a larger meeting), so to be successful they need to identify gaps that can be addressed by a single person acting as a true technicaladvisor

Technology to be Used:

Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

Travel Requirements:

10%- 25%

Typical Physical Demands:

Typical office environment. Ability to sit and stand for extended periods of time. Ability to lift 5-50 lbs.

Education and Prior Work Experience**

Minimum of a Master’s Degree in public health or international health. MD strongly preferred from a recognized institution. Specialized experience is required in areas including but not limited to: clinical management of TB and MDR-TB; TB/MDR-TB case management; infection control; program design, management, and implementation; and program data management.

** Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.

Qualifications:

• Master’s Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

• MD Strongly preferred

• 8-11 Years of experience in education, health, behavioral, or social sciences or related field.
• Knowledge and experience in specific technical area.
• Informed of current program developments in division/unit/technical area.
• Years of work experience that demonstrates sensitivity to and understanding of technical issues.
• Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
• Experience in specialized technical/medical field of study.
