Your Mission:
The Deputy Director of Operations (DDO) is a senior managerial position responsible for providing primary oversight and support of the Supply Chain, IT, Human Resources, Security and Administration / Government Liaison functions of the IRC Myanmar. This position will also provide support to field offices.
Your Job Scope includes but not limited to:
The DDO directly manages the Supply Chain Coordinator, IT Manager, Senior Human Resources Manager, Senior Government Liaison & Administration Coordinator, Senior Safety and Security Manager and Field Operation Coordinator. The DDO reports to the Country Director.
1.Strategic Planning and Management
a) Participate in Human Resource/Administration and Supply Chain strategic development planning and problem solving activities
b) Participate in IRC Myanmar strategic planning process ensuring integration and implementation of the operational components of the strategic plan
c) Participate in the development and/or review of new proposals, operating plans and strategic plans ensuring that the views of field staff are captured and reflected wherever appropriate.
d) Assist in the implementation of operational improvements within all Logistics and HR/Administration departments to enhance the organization’s ability to implement programs, strengthen donor relations and improve organization-wide activities
e) Develop relationships with IRC headquarters for technical assistance across all Myanmar Logistics, IT and Human Resources/Administration functions as needed.
2.Supply Chain Management
a) Ensure application of the IRC Global and donor procurement policies
b) Ensure Supply Chain Coordinator has adequate oversight of inventory management functions ensuring all applicable inventory management policies are adhered to, all warehouses are properly set-up, all appropriate drugs are managed according to IRC and donors policies, and all supplies are managed effectively
c) Ensure all IT services, hardware and software are regularly maintained and review all new/replacement hardware/software needs with the Logistics Coordinator and Senior IT Managers
d) Ensure all IT infrastructure is suitable to support all IRC program and operational needs.
3.Human Resource and Administrative Management
a) Oversee Myanmar HR and Administrative function
b) Verify that human resources policies and procedures are documented, disseminated and consistently applied across the country program. Ensure that compliance monitoring processes are developed and effectively implemented.
c) Ensure that IRC Myanmar’s staff recruitment is executed efficiently, through transparent, rigorous and soundly-justified procedures; and in compliance to national labor law and IRC policy.
d) Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures
e) Provide support to the HR Lead in the roll out of IRC global HR initiatives.
f) Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
g) Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct
4.Field Management
a) Provide oversight and guidance to Field Coordinators/Field Managers based in Nine field offices. This support should focus upon all aspects of field office control and efficiency.
b) Support the management of operations at selected field sites, ensuring they meet the needs of programs through effective management by the Yangon Operations departments
c) Provide updated information to the CD on exceptional requests for support from the field
d) Consult with and make recommendations together with the Field Operation Coordinator to the CD on field operations, security and administrative issues
5.External Relations
a) Support as needed communications with the Myanmar Government and various ministries on operations and planning in the field
b) Support Program and Field staff with external partners and visiting agency representatives as appropriate
6.Staff Safety and Security
a) Work with the CD to update Security Management Plan on an annual basis
b) Attend IRC global security conferences as necessary
7.Capacity Building
a) Work with SMT and Department Leaders to identify training and staff development needs for operations staff and develop initiatives to address them.
b) Provide ongoing assistance to Supply Chain, Admin/HR and IT staff and develop approaches to ensure continuous monitoring, coaching and support to them.
8.Budget & Finance
a) Oversee operating budget for IT, Admin/HR and SC functions and ensure spending by budget holders is timely, on budget and compliant.
b) Maintain close working relations with the Finance Controller, DDP, PDGC and Program Department Leaders to ensure coordinated 3MM operations inputs during budget development, including a capital equipment replacement plan, and ensure additional funding is sourced to address any budget shortfalls.
c) As requested by the Country Director, provide input to audit issues and corrective action plans.
9.Strategic Action Plan (SAP)
a) Participate; contribute and being a focal person for operations sector for SAP development by ensuring that a realistic, political and humanitarian perspective underlies the strategic plan for Myanmar Country Program.
b) Communicate and assist on the IRC Strategy across the country program team;
c) Actively Participate in decision-making process as member of the SAP steering committee for the country program;
Education
- University degree or technical qualification in a related field. Advanced degree is a plus.
Experiences
- At least 4 to 6 years progressive management experience in an operational or field management role with at least 3 years of senior-level management responsibilities of similar size and complexity. Previous experience in managing large teams
- First-hand knowledge of the Myanmar context and an in-depth understanding of national and regional issues
- Previous substantial experience in at least three of the following fields: Project Management, Human Resources, Finance, Supply Chain, Administration, Security, IT, Risk Management, Communication, Fleet Management, Government Liaison.
- Experience in mentoring senior national staff
Competencies
- Ability to work in a multi-cultural environment and travel as required to project field sites
- Strong human resource management skills
- Demonstrated success in managing projects
Language
- English fluency is required
