Purpose of the position
The Programme Manager is responsible for the realization of project and programmatic goals within the organizational setting determined by internal and external preconditions in a specific ZOA country region.
Duties and Responsibilities
Overall leadership and integral management responsibility of the ZOA organisation in a specific programme in a country of operation.
Leadership and Management
· Responsible for all ZOA activities within programme area:
· Spiritual oversight and Christian leadership of the ZOA team in the programme area:
· Participate in country wide programme and knowledge development:
· Member of country management team:
· Implementing and strategic partnership engagement and programme level:
· Gender and conflict sensitive approach to team management and project activities under her/his responsibility.
Programme Management
· Development of the Programme plan for the respective programme area, with annual review of needs for changes, based on ongoing context analysis and results of annual programme review:
· Annual planning for the programme area, with the corresponding annual programme area budget, as an input to the Country Annual Plan (CAP):
· Planning, implementation, and monitoring of project activities that were approved by donors with the corresponding project budget planning:
· Project Cycle management, including needs assessments, formulation of concept notes and proposals and budget:
· Reporting-monthly and quarterly activity and financial reporting, including realization of activities versus budget utilisation: (Providing input to) narrative and financial donor reporting:
· Annual review of progress towards programme objectives and outcomes:
· Initiating and maintaining effective working relations with relevant stakeholders at programme area level.
HR/admin/finance
· Budget owner for project implemented in programme area:
· Approval of expenditures and related cost allocations, on the basis of approved project and programme organisation budgets:
· Human Resource Management ( at individual- and team level) for programme staff:
· Supervision and periodical evaluation of the performance of the members of the programme team:
· Implementation and monitoring of financial, personnel and security policies and procedures:
· In collaboration with the MGA, prepare and process the allocation of indirect costs to project budgets.
Security
· Ensures the design and maintenance of an effective security management system at program level, in compliance with ZOA’s over-all security policy and procedures, and the monitoring of compliance to that system by staff and other relevant persons for whom the PGM holds security responsibility.
Authority
The Programme Manager is authorised and accountable within the frame work and limits as defined in:
· The Declaration of Authorization’ signed by the Country Director:
· The ZOA country Management charter:
· The agreed Annual Country Plan:
· The programme budget approved by the Country Director:
· The project plans as approved by the donors:
· The country quality management system as approved by the Country Director.
In the performance and as a member of the Country Management team, the PGM balances the interests of Programme area, the country organization as a whole and of all stakeholders involved.
The Programme manager is accountable to the Country Director of the programme country.

Experience and Skills
Knowledge & Experience:
· Bachelor or Master degree in humanitarian, development or other relevant field:
· Three to five years field experience in a development country:
· Management experience:
· Familiar with Project Cycle Management:
· Good Spoken and written command of English, Good spoken and written French is essential for francophone country programmes.

Special requirements and circumstances
The position will be based in Taungoo, with regular travel (up to 1/3) in the project area in Bago and Kayin State. Taungoo is not entitled to any R&R leave.
