MISSION CONTEXT
HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:
Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services (psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment
Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses
Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas
Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods)
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
DESCRIPTION OF THE POSITION
Operations from Central Syria hub are being carried out through remote management and mainly consist of the provision of technical and organizational support to HI strategic partners. HI is the lead of a rapid response coordination mechanism created in 2016 and composed of 18 NGOs, both national and international.
Under the direct responsibility of the Central Syria hub Area Coordinator, and in functional links with the program and technical coordination based in Amman, the Rapid Response Coordinator is responsible for the coordination of the Operational Platform for Rapid Response (OPRR).
MAIN RESPONSABILITIES OF THE EXPATRIATE:
1/Ensure transition of OPRR in line with context changes (objective: provide appropriate and efficient coordination between humanitarian partners based in Lebanon in order to better respond to humanitarian needs)
2/Ensure OPRR coordination
3/Supervise Basic needs program activities (objective: project implementation is in accordance with HI and donors standards and régulations)
4/Manage OPRR and Basic Needs program team (objective: develop team members’ autonomy and performance)
5/Strategy implementation: support the mission to design and implement operation framework (objective: HI operational frameworks are meeting Vulnerable / Persons with Disabilities and partners’ needs)
6/Representation: support the mission to represent HI and promote all aspects of its mandate

CONDITIONS OF EMPLOYMENT
- Starting date: 15/05/2018
- Length of the contract: 12 months
- Contract: salaried contract (from 2750€/month gross depending on experience)
- Per-diem: 674€/month net
